Purpose

To request agency action and explain the use of the New York Retiree Indicator

Affected Employees

New York State employees who are or have been a new hire, rehire, or concurrent hire and are retired from a NYS public retirement system

Background

At the request of the New York State & Local Retirement System (NYSLRS) in preparation for their Redesign Project, the Bureau of State Payroll Services has activated the New York Retiree Indicator to identify retirees of a NYS public retirement system.

Effective Date(s)

Agencies must immediately begin using the New York State Retiree Indicator for all new rehired retirees.

Agencies must also select the New York State Retiree Indicator for all currently active rehired retirees from a retirement system other than NYSLRS by April 5, 2019.

Effective immediately, agencies must select the New York Retiree Indicator check box on the Biographical Details panel (Main Menu > Workforce Administration > Personal Information > Modify a Person > Biographical Details) in PayServ for any new hire, rehire, or concurrent hire who is currently retired from any NYS public or local retirement system (including New York State & Local Retirement System, New York State Police and Fire Retirement System, New York State Teachers Retirement System, New York City Employees’ Retirement System, New York City Teachers’ Retirement System, New York City Board of Education Retirement System, New York City Police Pension Fund, New York City Fire Department Pension Fund, Optional Retirement Program, Voluntary Defined Contribution).

By April 5, 2019, agencies must retroactively select the New York Retiree Indicator check box for employees hired prior to the release of this bulletin who retired from a NYS public retirement system other than NYSLRS (ERS & PFRS). These employees may be mandatorily enrolled by NYSLRS if the New York Retiree Indicator is not selected by April 9th. Please note: This New York Retiree Indicator check box should not be confused with the Retirement Plan check box utilized at year end for W-2 purposes.

OSC Actions

The Bureau of State Payroll Services will share this data with NYSLRS weekly beginning April 9, 2019.
