PayServ Updates resulting from the New York State and Local Retirement System (NYSLRS) Redesign

Purpose

To notify agencies of the PayServ procedural changes required as a result of the NYSLRS Redesign Project

Affected Employees

All NYSLRS Reportable Employees and New York State employees who are enrolled in the New York State Employees Retirement System (ERS) (Retirement Plan 7Y) and the New York State Police and Fire Retirement System (PFRS) (Retirement Plan 7W)

Background

NYSLRS is preparing to roll out a new information system in May, 2019.

NYSLRS will begin receiving job, biographical, and payment data from PayServ that will allow them to automate the following:

  • Evaluate NYSLRS Reportable Employees for enrollment purposes.
  • Calculate Service Credit for NYSLRS Reportable Employees.
  • Update the plan, election date and contribution rate on the Retirement Plans page in PayServ for existing members, mandatory members reported to them by State Payroll and optional members submitted through the Retirement Online Enrollment Dashboard.
  • Update the General Deductions page in PayServ for loans and arrears.
  • Refund overpayments of employee contributions, loans, and arrears through PayServ.

Agency Actions

Agencies must perform the following activities for all NYSLRS Reportable Employees. If any of the following activities are performed after the Automated Interface Cutoff, they will not be reported to NYSLRS until the following week. This will result in delayed processing by NYSLRS.

Enter SSN and DOB

NYSLRS is unable to process data for employees without a social security number (SSN) and date of birth (DOB).

Agencies must enter the employee’s SSN and DOB upon every transfer/hire transaction, and verify the information is present for all position/job changes. Employees without a SSN and DOB WILL NOT be processed by NYSLRS.

Verify and update the following data for all job transactions:
  • Regular/Temporary in Job Information
  • Full/Part Time in Job Information
  • Standard Hours
  • New York Retiree Indicator
Terminate Prior Retirement Plans

If a NYSLRS Reportable employee has an active row on the Retirement Plans page for a retirement plan they are no longer eligible for, the agency must terminate the retirement plan (Main Menu > Benefits > Enroll In Benefits > Retirement Plans) immediately upon completing the transfer/hire.

Enter Retirement Plan Elections

If an employee elects a retirement plan other than ERS (7Y) or PFRS (7W), the agency must enter the election into the Retirement Plans page in PayServ immediately upon completing the transfer/hire.

Enroll Optional Employees

Agencies must enroll optional employees through the Retirement Online Enrollment Dashboard.

Stop Entering NYSLRS Transactions

NYSLRS will submit transactions to update ERS (7Y) and PFRS (7W) data in the Retirement Plans page in PayServ, as well as transactions to update loan and arrears data in the General Deductions page in PayServ.

Notify NYSLRS with Inquiries

Notifications will be sent by NYSLRS for enrollment of Optional Employees and loan and arrears updates for all members. Notifications will not be sent by NYSLRS for employees who are considered mandatory by NYSLRS. If a question arises concerning these transactions, or an employee is enrolled in ERS (7Y) or PFRS (7W) erroneously, the agency must contact the NYSLRS Registration Unit at (518) 474-3081.

OSC Actions

State Payroll will provide NYSLRS with job, biographical, and payment data for all NYSLRS Reportable Employees.

NYSLRS will provide State Payroll with data to automatically update PayServ for enrollment, loan, and arrears transactions.

State Payroll will process files provided by NYSLRS and provide NYSLRS with any data that rejects.
