Purpose

To provide agencies with instructions for processing the April 2019 2% Lifeguard Salary Increase

Affected Employees

Employees in the following lifeguard titles of the Office of Parks, Recreation and Historic Preservation, the Staten Island Developmental Disabilities Service Office, the Hutchings Psychiatric Center, the Mohawk Valley Children’s Services, the Bellrose-Queens County Psychiatric Center or the Department of Environmental Conservation in the State University Professional Services Negotiating Unit (PSNU) who are included in Bargaining Unit 68 and meet the eligibility criteria.

Background

All eligible members of the State University Professional Services Negotiating Unit who are included in Bargaining Unit 68 (Lifeguards) will receive the April 2019 2% Lifeguard Salary Increase in accordance with:

  • Chapter 263 of the Laws of 2018, which implemented the 2016-2022 Agreement between the State of New York and the United University Professions (UUP), and
  • Division of the Budget Bulletin D-1139 issued March 18, 2019 on Policy and Wage Rates for State Employees in Seasonal Positions

Note: The 2016, 2017 and 2018 retroactive salary increases will be not be processed before the commencement of the 2019 season. These retroactive increases will be automatically processed in Pay Period 8L (Administration) and 9L (Institution). Employees who are currently active, hired or rehired on or after the 2019 payment effective date (listed below) should receive the appropriate rate for the 2019 season inclusive of the 2016, 2017 and 2018 retroactive increases, as authorized by the Budget Bulletin D-1139.

Effective Date(s)

The April 2019 2% Lifeguard Salary Increase may be submitted beginning with the following effective dates and check dates:

Eligibility Criteria

The following employees in a Lifeguard title on or after the payment effective date are eligible to receive the increase:

  • Employees with a Pay Basis Code of HRY (Grade 600) who are eligible to receive an increase based on the employee’s title and location to the rate in effect as listed on the Hourly Wage Rate Schedule that is attached to the Division of Budget Bulletin D-1139, or two percent (2.0%) for 2019
  • Employees with a Pay Basis Code of ANN (Grade 105) are eligible to receive an increase of two percent (2.0%) for 2019.

Agency Actions

Calculation of the 2019 Rate Inclusive of the Retroactive Increases

Although the retroactive increases for 2016, 2017 and 2018 seasons will be processed at a later date (TBD), employees with a Payroll Status of Active or Leave With Pay in an eligible title on or after the payment effective date should receive the appropriate rate for the 2019 season.

Agencies must determine the appropriate rate to apply as follows:

For New Hires – Use the rate in effect for the employee’s title and location as listed on the Lifeguard Hourly Wage Rates schedule attached to Budget Bulletin D-1139.

For Rehires (same title) and Current Employees – Apply the 2% increase for each fiscal year 2016 through 2019 to the employee’s prior rate in effect. The resulting salary must not be less than the rate in effect for the employee’s title and location as listed on the Lifeguard Hourly Wage Rates schedule attached to Budget Bulletin D-1139.

For Rehires (different title) - Use the rate in effect for the employee’s title and location as listed on the Lifeguard Hourly Wage Rates schedule attached to Budget Bulletin D-1139.

Processing Payment Agencies must submit a Pay Change on the Job Action Requests page using the appropriate Reason code (see below) to pay the April 2019 2% Lifeguard Salary Increase to eligible employees in a Lifeguard title.

  • Reason code SAC (Mass Salary Increase) – for transaction with an Effective Date on 03/28/2019 (Institution Lag/Administration Extra Lag) or 04/04/2019 (Administration Lag/Institution Extra Lag)
  • Reason code CSL (Correct Salary) for ANN Pay Basis or CRT (Change Rate) for HRY Pay Basis – for transactions with an Effective Date after 03/28/2019 (Institution Lag/Administration Extra Lag) or 04/04/2019 (Administration Lag/Institution Extra Lag)

Reminder: Agencies must NOT submit pay rate changes for any time with an effective date prior to 03/28/2019 (Institution Lag/Administration Extra Lag) or 04/04/2019 (Administration Lag/Institution Extra Lag). Retroactive salary increases will be processed at a future date as indicated in the Background section above.
