These 2019 fiscal stress scores are based on end-of-year results, and thus provide a baseline measurement of local governments’ ability to respond to the financial impact of the public health crisis. The fiscal landscape will continue to change in the months (and years) ahead, and local officials should closely monitor their financial condition in the current and future budget cycles.
