Purpose of Audit

The purpose of our audit was to examine the Library System’s procurement processes for the period January 1, 2013 through December 5, 2014.

Background

The Ramapo Catskill Library System is a nonprofit cooperative public library system located in the Town of Wallkill, Orange County. The Library System serves 47 chartered public libraries in the Counties of Rockland, Orange, Sullivan and Ulster and is governed by an 11-member Board of Trustees, elected by the member libraries’ board members. Budgeted appropriations for 2014 totaled approximately $4.4 million.

Key Findings

  • Library System officials did not seek competition when making purchases on behalf of the System’s member public libraries.
  • Library System officials have not adopted a purchasing policy.

Key Recommendations

  • Establish and implement a competitive process when purchases that exceed the bidding threshold are made on behalf of member public libraries.
  • Adopt a procurement policy.
