Purpose of Audit

The purpose of our audit was to determine whether certain Service Center field employees and an IT vendor were adequately supervised and monitored for the period July 1, 2011 through August 15, 2014.

Background

The Buffalo City School District is located in the City of Buffalo, Erie County, and is governed by an elected nine-member Board of Education. The District operates 57 schools with approximately 34,000 students. Budgeted appropriations for the 2014-15 fiscal year total approximately $806.6 million.

Key Findings

  • District supervisors do not provide adequate oversight of Information Technology (IT) and Plant Department field employees and an IT vendor, and an Audio Visual Technician worked overlapping hours at the District and at another school district.
  • District officials do not adequately monitor or review the number of work tickets completed by an IT vendor’s technical support specialists.

Key Recommendations

  • Adopt written policies and procedures governing the supervision of field employees from the IT and Plant Departments who work at the Service Center.
  • Ensure that IT Department supervisory personnel monitor the work performed by IT vendors to ensure that the work meets contractual requirements and provides a benefit to the District and taxpayers.
