Town of Hartwick – Water District Operations (2017M-250)

Purpose of Audit

The purpose of our audit was to determine whether the Board ensured that bills for water services were charged equitably to all system users for the period January 1, 2016 through July 27, 2017.


The Town of Hartwick is located in Otsego County and has a population of approximately 2,100. The Town is governed by an elected five-member Town Board. Water district receipts for 2016 totaled $126,100.

Key Findings

  • District officials could bill users more equitably if they serviced the water meters.
  • Water rents were not billed to some District users.

Key Recommendations

  • Continue working with engineers to resolve remaining water meter issues.
  • Ensure that accurate information is kept on each property and is compared to the Town’s billing records to ensure all users of the system are being billed.
