Duties

Audit Execution

  • Conduct audit assignments in accordance with Generally Accepted Government Auditing Standards (GAGAS) and Division policies and directives including the Comprehensive Audit Manual.
  • Participate in entrance and exit conferences with local officials, contribute appropriate and accurate information as necessary and document meeting results adequately.
  • Assist in developing audit scope, objectives and appropriate audit tests to sufficiently document municipal unit’s compliance with audit requirements.
  • Conduct organized and focused interviews with local government personnel to obtain relevant operational and procedural information.
  • Gather, analyze, summarize and sufficiently document information to complete each audit step in the audit program or checklist, applying technical and analytical skills to arrive at appropriate conclusions.
  • Convey pertinent information to audit team members and work unit management and contribute suggestions and provide meaningful input during audit team and work unit meetings.
  • Prepare written documents that are clear, concise, well organized, adequately summarized and use appropriate tone and grammar.
  • Prepare assigned sections of examination/audit reports summarizing audit findings and developing recommendations that meet Division standards for quality and are written concisely and accurately.
  • Ensure that audit work papers and examination/audit reports are appropriately cross-referenced to adequate and appropriate information.

Provide Training and Technical Assistance

  • Gain knowledge of professional standards, Division policies and guidelines, accounting systems, opinions and laws and provide guidance and technical assistance to local officials when requested.
  • Provide training to local officials and/or examiners at conferences, meetings and schools as assigned that presents acceptable and applicable content that is prepared and presented in a professional manner.

Travel

This position is considered an Office-based position which requires approximately 30% travel. This position is open statewide. As such, our candidate can be assigned to one of our regional offices across the state. (Albany, Binghamton, Buffalo, Hauppauge, Rochester, Syracuse)

Duties

Under the direction of the Information Systems Auditor 2 (SG-27), the Information Systems Auditor 1 (SG-23) is responsible for providing independent and objective appraisals of the IT environment and applications of OSC. OIA-IT plays a key role in examining and evaluating the adequacy and effectiveness of the Comptroller’s Office system of internal control including related external service providers, and the quality of performance in carrying out assigned responsibilities, as well as providing IT control advisory services, but not limited to the following:

  • Supervise activities related to the audit engagement.
  • Prepare for, and participate in, audit-related meetings, including the Scoping, Opening and Closing conferences.
  • Utilize automated workpaper software to document IT audit plans, risk/control matrices, IT audit programs, sampling plans, potential observations, and draft IT audit reports.
  • Document the detailed design of the area (function/unit) under audit via flowcharts and narratives.
  • Discuss the design of the function under audit with relevant OSC management to ensure it accurately captures the detailed process under audit as well as the key risks (to achieving the unit’s objectives) and related key controls.
  • Assess the adequacy of the design of controls, identifying control weaknesses and other areas for improvement and developing recommendations for control improvement.
  • Conduct detailed testing to determine the level of compliance with the design of the key IT control policies and procedures.
  • Ensure that the IT audit work performed, and supporting documentation, complies with professional auditing standards and adequately supports any conclusions reached.
  • Identify, with unit management’s input, insightful recommendations for improving the function under audit.
  • Prepare the initial draft of the proposed IT audit report for Internal Audit management.
  • Research audit and IT related products and/or services.
  • Remain current on IT industry trends and practices concerning IT infrastructure, new equipment and software, and any related vulnerabilities and issues that may impact OSC’s IT internal control systems.
  • Remain current on any changes to professional audit and IT standards.

Duties

Assist in analyzing and monitoring New York City's and New York State's fiscal and management performance. 

In this capacity, you would:

  • Compile data for statistical and analytical reports;
  • Compile and assist in the analysis of statistical data pertaining to revenue, expenditure, and economic trends and their impact on New York City's and New York State's fiscal operations;
  • Assist in the review of proposed legislation which may impact New York City's or New York State's financial condition;
  • Draft and edit reports, informal briefings, correspondence, and other communications;
  • Summarize findings of research and analysis; and prepare detailed reports.

Preferred Qualifications

  • Proficiency with Microsoft Excel and Word, as well as PowerPoint and Microsoft Access, is desired.
  • Experience in data analysis, financial modeling, statistical or other data analysis techniques is desired.
  • Ability to learn and work successfully with financial data and concepts.
  • Ability to learn and develop a solid understanding of the municipal bond markets and public finance concepts is desired.

Duties

  • Performing audits and reviews of OSC’s information systems and technology in accordance with applicable auditing and Information Technology (IT) standards.
  • To include NIST Cybersecurity Framework and the Center for Internet Security CIS Controls.
  • Analyzing and evaluating management’s internal controls regarding the adequacy, effectiveness, security, integrity and efficiency of IT systems and technology.
  • Performing general and application audits of various computer systems, operational practices and system development activities.
  • Preparing for and participating in audit related meetings including scoping, opening and closing conferences.
  • Utilizing automated workpaper software to document audit work performed including audit plans, risk/control matrices, audit programs, sampling plans, potential observations, and audit reports.
  • Documenting the design of management’s controls via flowcharts and narratives and discussing this information with relevant management to ensure our documentation accurately captures the detailed process under audit as well as the key risks (to achieving the unit’s objectives), related key controls and any residual risks.
  • Assessing the adequacy of the design of management’s controls, identifying control weaknesses, and developing recommendations designed to improve the design of the controls.
  • Conducting detailed testing of management’s controls to determine the level of compliance with the design of the controls.

Duties

When in a litigation or administrative hearing setting, performs pre-trial or pre-hearing related activities:

Duties

Auditors could work on a variety of audits of State expenditures, State agencies, public authorities, not-for-profit organizations that receive State funding, school districts and local governments such as towns and villages and Entities with the probability of substantial return of abandoned property to the State. You will provide on-site services to local and state governments, and you can expect to travel to localities within your assigned region.

Your work will help to ensure that tax dollars are spent prudently and productively. You will perform financial and performance audits that help to ensure that taxpayers are getting their value for their tax dollars. Some audit work may also include a focus on information technology and the security around the systems that support operations in the local and state government organizations. By stressing opportunities to improve accountability, reduce waste and enhance productivity, our Auditors/Examiners fulfill the Comptroller’s responsibility to oversee the fiscal concerns of State and local governments.

Other Ways to Qualify:

  • You're currently reachable on the the appropriate eligible list for this title,
  • You're eligible under the 55 b/c program, OR
  • For 70.1, 52.6, or 70.4 transfer to an Internal Auditor 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications. To determine if you're current Civil Service title is eligible for transfer to this title, visit the Career Mobility website. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Duties

Internal Auditors plan and conduct comprehensive internal audits of departmental programs to advise management whether established policies, practices and procedures are effectively and efficiently executed, to determine that assets and resources are efficiently utilized and adequately safeguarded, and to ensure that adequate internal controls exist and function properly. Prepare reports of reviews and appraisals of existing operating practices and recommend appropriate improvements where necessary.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
