State Contract and Payment Actions in September

In September, the Office of the State Comptroller approved 1,343 contracts for state agencies and public authorities valued at $2.1 billion and approved nearly 2.7 million payments worth more than $11.6 billion. The office rejected 106 contracts and related transactions valued at $260 million and nearly 2,500 payments valued at more than $5.8 million. Office of Children and Family Services

  • $12.5 million for child care resources and referral, including $4.7 million to the Capital District Child Care Coordinating Council, Inc., $3.9 million to the Child Care Coalition of the Niagara Frontier, Inc. and $3.9 million to the Child Care Council of Suffolk, Inc.

Office of General Services

  • $3.6 million with Global BMU, LLC for scaffold operation and maintenance in State office buildings in Albany County.
  • $1.5 million with Alvion Group, Inc. for lead mitigation at the Geneva State Armory in Seneca County.

Department of Health

  • $278 million with New York eHealth Collaborative, Inc. for the Statewide Health Information Network for New York (SHIN-NY).
  • $2 million with ASGK Public Strategies, LLC for development of a public outreach plan for open enrollment at the New York State of Health marketplace.
  • $4.7 million with Center for Information Management, Inc. for the Uniform Assessment System of New York, which supports health care planning and services for individuals.
  • $8.8 million with New England Interstate Water Pollution Control Commission for the Source Water Assessment and Protection Program for drinking water systems.
  • $1.4 million with Regional Foodbank of Northeastern New York, Inc. for the Hunger Prevention and Nutrition Assistance Program, which helps improve access to quality food for those in need.

Office of Parks Recreation & Historic Preservation

  • $2 million with Edward Hulme, Inc. for exterior rehabilitation of the Red House Administration Building in Allegany State Park, Cattaraugus County.
  • $1.8 million with Yaboo Fence Co., Inc. for guide rail improvements in Harriman State Park, Orange and Rockland counties.

Office for People with Developmental Disabilities

  • $28.5 million for transportation services, including $9.2 million to the Livingston-Wyoming County Chapter of NYSARC, Inc., $7.6 million to Wayne Area Transportation Service and $6 million to Rochester Medical Transportation.

Office of Temporary and Disability Assistance

  • $4.3 million with Crabar/GBF, Inc. for printing and delivery of forms.
  • $1.9 million to Tompkins Community Action, Inc. for the Empire State Supportive Housing Initiative.

Department of Transportation

  • $54 million with Yonkers Contracting Co., Inc. for Sheridan Expressway improvements in Bronx County.
  • $4.5 million with Elderlee, Inc. to replace guide rails and perform bridge work on various state routes in Clinton County.
  • $2.8 million with J. Anthony Enterprises, Inc. for reconstruction and widening of the Clearview Expressway exit ramp in Queens County.


Tax Refunds

  • $498 million for 1.1 million property tax credits.
  • $202 million for 65,000 personal income tax refunds.
  • $117 million for 24,000 corporate and other refunds.

Department of Civil Service

  • $20 million to Beacon Health Options, Inc. for the New York State Health Insurance Program (NYSHIP) Mental Health and Substance Abuse Program.

Empire State Development Corporation

  • $7 million to The Research Foundation for the State University of New York for tooling, instruments, and equipment for use by the American Institute of Manufacturing Integrated Photonics project.
  • $5 million to Buffalo Niagara Medical Campus, Inc. for the construction of the new John R. Oishei Children’s Hospital, and infrastructure improvements supporting the corridors and pedestrian bridges that will connect the hospital and campus.

Office of General Services

  • $12.5 million for hourly-based IT services, including $2.3 million to PSI International, Inc., $1.9 million to IIT, Inc., and $1.8 million to Knowledge Builders, Inc.
  • $9.3 million to HBP Joint Venture to design and build the New York State Fairgrounds Exposition Center.
  • $4.8 million to Prismatic Development Corporation for building renovations for the Manhattan Forensic relocation project at the Manhattan Psychiatric Center.

Department of Health

  • $33 million to New York eHealth Collaborative, Inc. for the Statewide Health Information Network for New York.

Department of Homeland Security

  • $11.3 million to New York City including $8.8 million for the Urban Area Security Initiative Program (UASI) and $2.5 million for the State Homeland Security Program (SHSP).

New York State Legislature – Assembly

  • $66,000 to Rossein Associates for outside counsel for independent investigations of sexual harassment.
  • $19,000 to Carlin Meyer, Esq. for outside legal counsel.
  • $7,000 to Roemer Wallens Gold & Mineaux, LLP for outside counsel for independent investigations of sexual harassment.

State University of New York

  • $30,000 to Kelley Drye & Warren, LLP to provide special counsel for SUNY Polytechnic Institute.

Department of Transportation

  • $11 million to Granite Construction Northeast, Inc. for replacement of the Kosciuszko Bridge in Kings County.
  • $4.6 million to Skanska-Kiewit-Ecco III JV for replacement of the Kosciuszko Bridge.
  • $3.7 million to El Sol Contracting ES II Enterprises JV for bridge repairs on the Gowanus Expressway in Kings County.
  • $3.6 million to Lancaster Development and Tully Construction Co., LLC for reconstruction of the I-81 and NY 17 Interchange in Broome County.
  • $1.7 million to Skanska Koch, Inc. to rehabilitate the Gowanus Expressway from 48th Street to Hugh Carey Tunnel in Kings County.

New York State Thruway Authority

  • $11 million to Tappan Zee Constructors, LLC for the New NY Bridge project.
  • $1.8 million to HNTB New York Engineering and Architecture, PC for engineering services for the New NY Bridge project.

Unified Court System

  • $2.1 million to The Legal Aid Society for attorneys for children.


The office rejected nearly 2,500 payments valued at more than $5.8 million, including tax refunds valued at nearly $520,000. The Comptroller’s auditors also recovered more than $187,000 from vendors owing debts to the state, and held payments of more than $220,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through September for calendar year 2018, the Comptroller’s office has approved 13,263 contracts valued at $52.2 billion and approved more than 26.4 million payments worth nearly $111 billion. The office has rejected 1,378 contracts and related transactions valued at $3.7 billion and nearly 31,200 payments valued at more than $45.5 million primarily due to errors, improprieties or lack of documentation.
