State Contract and Payment Actions in March

In March, the Office of the State Comptroller approved 1,693 contracts for state agencies and public authorities valued at $9.6 billion and approved nearly 3.1 million payments worth more than $24.9 billion. The office rejected 127 contracts and related transactions valued at $540 million and more than 6,700 payments valued at nearly $25.4 million. Major Contracts Approved

Office of Children & Family Services

  • $7.1 million to the Troy School District for the Empire State Poverty Reduction Initiative.
  • $1 million with The Research Foundation for the State University of New York for juvenile delinquency prevention training.

Department of Corrections and Community Supervision

  • $32 million for temporary nursing services, including $11.5 million with Total Healthcare Staffing of LI, Inc., $7 million with AHS Staffing, LLC and $6.4 million with 22nd Century Technologies, Inc.
  • $3.4 million with Hour Children Inc. for the Family Services and Infant Nursery Program.

Division of Criminal Justice Services

  • $2 million with AutoMon, LLC to modify the Raise the Age case management system.

Department of Environmental Conservation

  • $2.4 million with The Offset House, Inc. for printing services for the New York State Conservationist magazine.
  • $1.2 million with Kircher Construction, Inc. for Caledonia Fish Hatchery improvements in Livingston County.

Office of General Services

  • $7.2 million with New Britain Roofing Co., Inc. to replace roofs and make improvements to the entrance of the Riverview Correctional Facility in St. Lawrence County.
  • $6.4 million with Bette & Cring, LLC for an enclosed firing range at Auburn Correctional Facility in Cayuga County.
  • $2.6 million with Apex Development, Inc. for lead mitigation at the Kingston Armory in Ulster County.

Department of Health

  • $36.6 million with KPMG, LLP for performance audit services.
  • $10.5 million with DXC Technology Services, LLC for maintenance and enhancements to the NYS Immunization Information System.
  • $8 million with the Gerber Products Company for Women, Infants and Children (WIC) infant cereal rebates.

Long Island Power Authority

  • $4.8 million with PFM Financial Advisors, LLC for audit, accounting, and actuarial services.

Office of Parks Recreation and Historic Preservation

  • $11 million with Galvin Bros, Inc. for site improvements at Shirley Chisholm State Park in Kings County.
  • $3.2 million with G&M Earth Moving, Inc. for parking lot improvements at Sunken Meadow State Park in Suffolk County.
  • $2.6 million with DF Stone Contracting, Ltd. for storm water management at Jones Beach State Park in Nassau County.

New York State Thruway Authority

  • $12 million with Slate Hill Constructors, Inc. for concrete pavement restoration at interchanges 40 & 41 in Cayuga and Onondaga counties.
  • $3 million with Slate Hill Constructors, Inc. to rehabilitate two bridges over passenger and freight rail tracks in Cayuga County.

Department of Transportation

  • $28.2 million with Grace Industries, LLC for bridge replacement and widening of Walt Whitman Road over I-495 in Suffolk County.
  • $13 million with Perfetto Contracting Company, Inc. for restoration work on FDR Drive in Manhattan.
  • $5.2 million with H&L Contracting, LLC for overhead sign structure replacement in Suffolk County.
  • $3.9 million with Economy Paving Co, Inc. for bridge replacement on NY Route 38 over Fall Creek in Tompkins County.
  • $3.2 million with Bette & Cring, LLC to replace the bridge and culvert on Route 115 over Little Wappinger Creek in Pleasant Valley, Dutchess County.

Major Payments Approved

Tax Refunds

  • $1.3 billion for 1.3 million personal income tax refunds.
  • $130 million for 15,000 corporate and other refunds.
  • $5 million for 10,000 property tax credits.

Department of Civil Service

  • $121.9 million to CVS Caremark to provide pharmacy benefits for the Empire Plan, Excelsior Plan, and Student Employee Health Plan.
  • $20.5 million to Beacon Health Options, Inc. for the New York State Health Insurance Program (NYSHIP) Mental Health & Substance Abuse Program.

Empire State Development Corporation

  • $19.2 million to Empire State Development Corporation for costs incurred to administer various economic development programs.
  • $14.1 million to Anderson Properties for costs related to the Strategic Land Acquisition Program in Niagara Falls.
  • $10.6 million to The Research Foundation for the State University of New York to establish the Innovation Hub to promote economic development in Western NY.
  • $10 million to Alstom Transportation, Inc. to expand and modernize company operations and to develop next-generation high-speed trains.
  • $7.9 million to the New York State Thruway Authority for construction of the new Western NY Welcome Center.
  • $4.6 million to Fort Schuyler Management Corporation for facility and infrastructure build-out and specialized manufacturing equipment at the SUNY Poly Central NY Hub for Emerging Industries in Onondaga County.
  • $1.7 million to Northeast UAS Airspace Research Alliance, Inc. (NUAIR) for design and installation of a radar/sensor test corridor for unmanned aircraft systems from Syracuse to Rome, NY.

Office of General Services

  • $22.5 million for hourly-based IT services, including $5.2 million to PSI International, Inc., $3.2 million to IIT, Inc., and $2.5 million to Knowledge Builders, Inc.
  • $4.9 million to Prismatic Development Corporation for building renovations for the Manhattan Forensic Relocation project at the Manhattan Psychiatric Center in New York City.
  • $2.1 million to HBP Joint Venture for design-build services for the Great New York State Fair Exposition Center in Syracuse.

Department of Health 

  • $16.1 million to New York eHealth Collaborative, Inc. for the Statewide Health Information Network for New York.
  • $14.4 million to Maximus, Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.

Department of Homeland Security

  • $3 million to the New York State Energy Research and Development Authority for the Hazard Mitigation Grant Program.

New York State Legislature – Assembly

  • $43,000 to McNamee Lochner, P.C. for outside counsel for independent investigations.

New York State Thruway Authority

  • $22.5 million to Tappan Zee Constructors, LLC for the New NY Bridge Project.

Department of Transportation

  • $7.4 million to Granite Construction Northeast, Inc. for replacement of the Kosciuszko Bridge in Kings County.
  • $4.8 million to Monroe County for the rehabilitation of the Greater Rochester International Airport.
  • $4.5 million to the Syracuse Regional Airport Authority for rehabilitation of the Syracuse Hancock International Airport.
  • $4.1 million to Yonkers Contracting Company, Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County.
  • $3.8 million to Clinton County for the rehabilitation of the Plattsburgh International Airport.
  • $3.6 million to ECCO III Enterprises, Inc. for the Kew Gardens Interchange project in Queens County.

Unified Court System

  • $2.4 million to The Legal Aid Society for the Attorneys for Children Program.

Payment Rejections and Other Cost Recoveries

The office rejected more than 6,700 payments valued at more than $25.4 million, including tax refunds and credits valued at nearly $21 million. The Comptroller’s auditors also recovered more than $52,000 from vendors owing debts to the state, and held payments of more than $1.4 million pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through March for calendar year 2019, the Comptroller’s office has approved 4,919 contracts valued at $34.9 billion and approved nearly 8.8 million payments worth nearly $45 billion. The office has rejected 440 contracts and related transactions valued at $1.02 billion and more than 12,700 payments valued at more than $45.9 million primarily due to errors, improprieties or lack of documentation.
