State Contract and Payment Actions in June

In June, the Office of the State Comptroller approved 1,481 contracts for state agencies and public authorities valued at nearly $1.8 billion and approved nearly 1.7 million payments worth more than $10.5 billion. The office rejected 131 contracts and related transactions valued at $980 million and nearly 1,600 payments valued at more than $9.8 million. Major Contracts Approved

State Education Department

  • $3.3 million with New York State Industries for the Disabled, Inc. for data imaging services.
  • $2.3 million with Lexington Vocational Services Center, Inc. for a communication skills program.

Department of Environmental Conservation

  • $5.5 million with Envirotrac, Ltd. for remedial construction work in Nassau County.
  • $1.9 million with Dattner Family Associates, L.P. to purchase land on Poverty Hill Road in Cattaraugus County.

Office of General Services

  • $38.7 million with Spandco, Inc. for auctioneering services.
  • $4.3 million with Digesare Mechanical, Inc. to renovate the HVAC system at the Ten Eyck Office Building in Albany.
  • $2.1 million with Globecomm Systems, Inc. for first responder satellite services.
  • $1.8 million with Avenue Contracting, Inc. to replace the roof on the Corning Tower in Albany.

Office of Indigent Legal Services

  • $9 million for indigent legal services, including $6.3 million to Suffolk County, $1.6 million to Nassau County and $1.1 million to Oneida County.

Department of Motor Vehicles

  • $8.7 million with Concept 400 Realty Co., LLC for leased space in Nassau County.
  • $8 million with the Motorcycle Safety Foundation for a motorcycle safety program.
  • $1.4 million with IDEMIA Identity & Security USA, LLC for identity system maintenance.

Office of Parks Recreation & Historic Preservation

  • $2.5 million with Dew Builders, Inc. to construct rental cottages at Westcott Beach State Park in Jefferson County.
  • $2.2 million with G & M Earth Moving, Inc. for site improvements at the park entrance and parking lot at Caumsett State Park in Suffolk County.

Olympic Regional Development Authority

  • $14.6 million with The Pike Company to expand and modernize Discovery Lodge at Belleayre Mountain Ski area in Ulster County.

Department of Transportation

  • $23.6 million with D.A. Collins Construction Co., Inc. to replace and repair multiple bridges on Route 9W in Orange County.
  • $14.2 million with Defoe Corporation to repair masonry retaining walls in New York City.
  • $11.2 million with Crane Hogan Structural Systems, Inc. for access improvements and a new bridge walkway at the Great New York State Fair in Onondaga County.
  • $6 million with AECOM USA, Inc. for construction management statewide.

Major Payments Approved

Tax Refunds 

  • $264 million for 153,500 personal income tax refunds.
  • $214 million for 31,000 corporate and other refunds.
  • $2.3 million for 3,400 property tax credits.

Department of Civil Service

  • $241.4 million to CVS Caremark to provide pharmacy benefit services for the Empire, Excelsior, and Student Employee Health plans.
  • $19.5 million to Beacon Health Options, Inc. for the New York State Health Insurance Program (NYSHIP) Mental Health & Substance Abuse Program. 

Empire State Development Corporation 

  • $94.5 million to Moynihan Station Development Corporation for the Moynihan Train Hall Project.
  • $4.7 million to Tappan Zee Constructors, LLC for the New NY Bridge Project.
  • $1.8 million to Niagara Gateway, LLC to renovate the Niagara Gateway Apartments.
  • $1.3 million to HNTB New York Engineering and Architecture, PC for engineering services for the New NY Bridge Project.
  • $1 million to LiveTiles Corporation to establish a research and software development innovation center in Rochester.

Office of General Services

  • $11.7 million for hourly-based IT services, including $2.6 million to PSI International, Inc., $1.7 million to ITT, Inc., $1.3 million to Knowledge Builders, Inc. and $6.1 million to 15 other vendors.
  • $4.9 million to Prismatic Development Corporation for building renovations for the Manhattan Forensic Relocation project at the Manhattan Psychiatric Center in New York City.

Department of Health 

  • $30.6 million to Maximus, Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.

Department of Homeland Security

  • $8.7 million to New York City for the Urban Area Security Initiative Program (UASI).

Department of Transportation

  • $11.4 million to Granite Construction Northeast, Inc. for replacement of the Kosciuszko Bridge in Kings County. 
  • $8.4 million to Yonkers Contracting Company, Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County.
  • $4.1 million to ECCO III Enterprises, Inc. for the Kew Gardens Interchange project in Queens County.
  • $2.7 million to Lancaster Development and Tully Construction Co., LLC for reconstruction of the I-81 and NY 17 Interchange in Broome County.
  • $1.3 million to E.E. Cruz & Company, Inc. for construction of the 151st Street Pedestrian Bridge over Henry Hudson Parkway in New York City.
  • $1.2 million to Monroe County for the rehabilitation of the Greater Rochester International Airport.

Payment Rejections and Other Cost Recoveries

The office rejected nearly 1,600 payments valued at more than $9.8 million, including tax refunds and credits valued at nearly $2.7 million. The Comptroller’s auditors also recovered nearly $21,000 from vendors owing debts to the state, and held payments of more than $78,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through June for calendar year 2019, the Comptroller’s office has approved 9,633 contracts valued at $44.6 billion and approved nearly 17.4 million payments worth almost $81 billion. The office has rejected 851 contracts and related transactions valued at nearly $3.3 billion and nearly 23,400 payments valued at more than $159.2 million primarily due to errors, improprieties or lack of documentation.
