• $4 million working capital loan to Hickey Freeman Tailored Clothing Inc. for improvements at the company’s Rochester manufacturing facility.
• $2.4 million to The Research Foundation for the State University of New York for building renovations, purchase of equipment, and operating costs for the AIM Photonics facility in Rochester.
• $2 million loan to UH Lofts LLC for construction costs to convert Buffalo Public School 63 to 44 apartments.

Gaming Commission

• $10.1 million for gaming revenue distributions from the Tioga Downs, Rivers, Montreign, and Del Lago casinos to 27 local governments in various counties.
• $1.7 million for tribal compact payments to Clinton, Essex, Franklin, Hamilton, Jefferson, St. Lawrence and Warren counties.

Office of General Services

• $11.2 million for hourly-based IT services, including $2.5 million to PSI International Inc., $1.5 million to IIT Inc., $1.2 million to Knowledge Builders Inc. and $6 million to 16 other vendors.
• $3.3 million to Prismatic Development Corp. for building renovations for the Manhattan Forensic Relocation project at the Manhattan Psychiatric Center in New York City.

Department of Health

• $36.5 million to Maximus Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.

Department of Homeland Security

• $33.9 million to New York City for the Urban Area Security Initiative Program (UASI).

Department of Transportation

• $15.6 million to Yonkers Contracting Company Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County.
• $5.4 million to Granite Construction Northeast Inc. for replacement of the Kosciuszko Bridge in Kings County.
• $4.3 million to ECCO III Enterprises Inc. for the Kew Gardens Interchange project in Queens County.
• $2.2 million to Lancaster Development and Tully Construction Co. LLC for reconstruction of the I-81 and NY 17 Interchange in Broome County.
• $1.4 million to Monroe County for the rehabilitation of the Greater Rochester International Airport.

New York State Thruway Authority

• $8.8 million to Tappan Zee Constructors LLC for the New NY Bridge Project.

• $7.5 million to The Legal Aid Society for the Attorneys for Children Program.
• $2.5 million to The Children’s Law Center for the Law Guardian Legal Aid Program.

Payment Rejections and Other Cost Recoveries

The office rejected nearly 2,100 payments valued at nearly $25.9 million, including tax refunds and credits valued at nearly $2.8 million. The Comptroller’s auditors also recovered more than $118,000 from vendors owing debts to the state, and held payments of nearly $3.3 million pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through October for calendar year 2019, the Comptroller’s office has approved 16,271 contracts valued at $56.7 billion and has approved nearly 26.4 million payments worth more than $121 billion. The office has rejected 1,373 contracts and related transactions valued at $4.2 billion and nearly 30,400 payments valued at nearly $212.8 million primarily due to errors, improprieties or lack of documentation.
