State Contract and Payment Actions in October

In October, the Office of the State Comptroller approved 1,677 contracts for state agencies and public authorities valued at $4.8 billion and approved more than 2.2 million payments worth more than $10 billion. The office rejected 100 contracts and related transactions valued at $130 million and nearly 2,100 payments valued at nearly $25.9 million. Major Contracts Approved

Office of Alcoholism & Substance Abuse Services

  • $11.5 million for chemical dependency services, including $8.9 million with Mid-Hudson Addiction Recovery Centers Inc. and $2.6 million with Mercy Medical Center.

Council on the Arts

  • $1 million with the Corning Museum of Glass for expansion of a glass-working studio.

Office of Children & Family Services

  • $7.5 million with the Civil Service Employees Association Inc. for a childcare grant program.

Office of Court Administration

  • $1.4 million with Davis Vision Inc. for group vision benefits.
  • $2.2 million with Schoharie County for courthouse security services.

State Education Department

  • $3.1 million with the New York State Industries for the Disabled Inc. for janitorial services.
  • $2.1 million with the Salmon River School District for transportation of Native American students.

Office of General Services

  • $26.6 million with Jersen Construction Group LLC for construction of a records storage addition at Coxsackie Correctional Facility in Greene County.
  • $4.8 million with AJS Masonry Inc. for masonry repairs at the Empire State Plaza in Albany.

Department of Health

  • $2.5 million with Island Peer Review Organization Inc. for research and epidemiological services.
  • $2.2 million with RR Donnelly & Sons Company for bulk mailing of Medicaid information.

Department of Labor

  • $8 million with Safari Micro Inc. for hardware and software to modernize the unemployment insurance system.

Office of Mental Health

  • $5.3 million with MR Transportation Inc. to transport patients.
  • $1.7 million with St. Charles Hospital for inpatient medical care.

Department of Motor Vehicles

  • $84.4 million with Infosys Public Services Inc. to modernize the department’s various technology systems.

Office of Parks, Recreation and Historic Preservation

  • $5.4 million with G & M Earth Moving Inc. for reconstruction of the recreation area at Jones Beach State Park.

State University of New York at Albany

  • $3.9 million with the Capital Region Chamber of Commerce Inc. for weekend MBA program tuition reimbursement.
  • $2.1 million with the City of Albany for landfill services.

State University of New York - Upstate Medical University

  • $2.4 million with GE Healthcare IITS USA Corp. to purchase and implement cardiovascular information system software.
  • $2 million with Med-Metrix LLC for physician advisory services.
  • $1.2 million with Upstate Orthopedic LLP for clinical imaging services.

New York State Thruway Authority

  • $274 million with Paymentech LLC for credit card processing services for E-ZPass.

Department of Transportation

  • $460.0 million with Skanska ECCO III HPA JV to improve access to the Hunts Point Interstate in Bronx County.
  • $4.8 million with Concrete Applied Technologies Corp. for rehabilitation of the Route 394 bridge in Chautauqua County.
  • $3.3 million with J. Anthony Enterprises Inc. for ADA compliant sidewalk work in Nassau and Suffolk counties.
  • $3 million with Bette & Cring LLC for bridge rehabilitation on Freemans Bridge Road in Schenectady County.
  • $2.7 million with Grace Industries LLC for asphalt resurfacing and drainage work on Route 9A in Westchester County.
  • $2.2 million with KS Engineers PC for construction inspection services on the Palisades Interstate and Taconic Parkways in Rockland and Putnam counties.

Major Payments Approved

Tax Refunds

  • $830.7 million for 181,000 personal income tax refunds.
  • $340.7 million for 501,000 property tax credits.
  • $157.1 million for 19,000 corporate and other tax refunds.

Department of Civil Service

  • $243.3 million to CVS Caremark to provide pharmacy benefit services for the Empire, Excelsior and Student Employee Health plans.
  • $21.5 million to Beacon Health Options Inc. for the New York State Health Insurance Program (NYSHIP) Mental Health & Substance Abuse Program.

Empire State Development Corporation

  • $10.2 million to Capitalize Albany Corp. for the Liberty Park redevelopment project in Albany.
  • $4.8 million to NextCorps Inc. for Luminate NY program awards to attract and grow optics, photonics and imaging companies in the Finger Lakes region.
  • $4 million working capital loan to Hickey Freeman Tailored Clothing Inc. for improvements at the company’s Rochester manufacturing facility.
  • $2.4 million to The Research Foundation for the State University of New York for building renovations, purchase of equipment, and operating costs for the AIM Photonics facility in Rochester.
  • $2 million loan to UH Lofts LLC for construction costs to convert Buffalo Public School 63 to 44 apartments.

Gaming Commission

  • $10.1 million for gaming revenue distributions from the Tioga Downs, Rivers, Montreign, and Del Lago casinos to 27 local governments in various counties.
  • $1.7 million for tribal compact payments to Clinton, Essex, Franklin, Hamilton, Jefferson, St. Lawrence and Warren counties.

Office of General Services

  • $11.2 million for hourly-based IT services, including $2.5 million to PSI International Inc., $1.5 million to IIT Inc., $1.2 million to Knowledge Builders Inc. and $6 million to 16 other vendors.
  • $3.3 million to Prismatic Development Corp. for building renovations for the Manhattan Forensic Relocation project at the Manhattan Psychiatric Center in New York City.

Department of Health

  • $36.5 million to Maximus Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.

Department of Homeland Security

  • $33.9 million to New York City for the Urban Area Security Initiative Program (UASI).

Department of Transportation

  • $15.6 million to Yonkers Contracting Company Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County.
  • $5.4 million to Granite Construction Northeast Inc. for replacement of the Kosciuszko Bridge in Kings County.
  • $4.3 million to ECCO III Enterprises Inc. for the Kew Gardens Interchange project in Queens County.
  • $2.2 million to Lancaster Development and Tully Construction Co. LLC for reconstruction of the I-81 and NY 17 Interchange in Broome County.
  • $1.4 million to Monroe County for the rehabilitation of the Greater Rochester International Airport.

New York State Thruway Authority

  • $8.8 million to Tappan Zee Constructors LLC for the New NY Bridge Project.
  • $1.3 million to HNTB New York Engineering and Architecture PC for engineering services for the New NY Bridge Project.

Unified Court System

  • $7.5 million to The Legal Aid Society for the Attorneys for Children Program.
  • $2.5 million to The Children’s Law Center for the Law Guardian Legal Aid Program.

Payment Rejections and Other Cost Recoveries

The office rejected nearly 2,100 payments valued at nearly $25.9 million, including tax refunds and credits valued at nearly $2.8 million. The Comptroller’s auditors also recovered more than $118,000 from vendors owing debts to the state, and held payments of nearly $3.3 million pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through October for calendar year 2019, the Comptroller’s office has approved 16,271 contracts valued at $56.7 billion and has approved nearly 26.4 million payments worth more than $121 billion. The office has rejected 1,373 contracts and related transactions valued at $4.2 billion and nearly 30,400 payments valued at nearly $212.8 million primarily due to errors, improprieties or lack of documentation.
