State Contract and Payment Actions in January

In January, the Office of the State Comptroller approved 1,323 contracts for state agencies and public authorities valued at $3.3 billion and nearly 1.9 million payments worth nearly $11 billion. The office rejected 69 contracts and related transactions valued at $109.5 million and more than 3,400 payments valued at nearly $7.6 million, primarily for mistakes, insufficient support for charges, and improper payments. Major Contracts Approved

New York State Assembly

  • $1.5 million with Graubard Miller for outside legal services related to the redistricting process.

Executive Chamber

  • $2.4 million with the New York State Urban Development Corporation for office space in Erie County.

Office of General Services – Design & Construction

  • $10.2 million with Butler Construction Group Inc. to construct new Department of Transportation Regional Sub-Headquarters in Dutchess County.
  • $5 million with Mega Builders Inc. for masonry repairs and maintenance in Albany and Schenectady counties.

Office of Parks, Recreation & Historic Preservation

  • $4.9 million with Concrete Applied Technologies Corp. for repairs to the Quaker area multi-use trail project at Allegany State Park in Cattaraugus County.
  • $4.7 million with Cube Construction Services LLC for rehabilitation at Roberto Clemente State Park in Bronx County.

Division of State Police

  • $58.7 million with Procomm Systems Inc. for statewide cell tower and communication facility maintenance.
  • $4.8 million with Bell Helicopter Textron for helicopter flight training.

New York State Senate

  • $3 million with Cuti Hecker Wang LLP for outside legal services related to the redistricting process.

State University Construction Fund

  • $3.5 million with ACS System Associates Inc. for renovations at the University Hospital Building at Downstate Health Sciences University.
  • $2.5 million with Elevated Technologies for elevator rehabilitation at SUNY College of Optometry.

State University of New York

  • $8 million with Quadrant Biosciences for COVID-19 laboratory testing services at Upstate Medical University.
  • $5.5 million with Eurofins Viracor LLC for virology testing services for the bone marrow transplant program at Stony Brook University.

New York State Thruway Authority

  • $185.3 million with Conduent State & Local Solutions Inc. for E-ZPass NY Customer Service Center systems and license plate owner identification services.
  • $84.3 million with Harrison & Burrowes Bridge Constructors Inc. for bridge replacement and rehabilitation in Onondaga County.
  • $59.6 million with Faneuil Inc. for E-ZPass NY Customer Service Center operations services.

Department of Transportation

  • $48.7 million with Autobase for statewide Highway Emergency Local Patrol (HELP) services.
  • $17.5 million with Yonkers Contracting Co., Inc. for paving on I-84 in Dutchess and Putnam counties.
  • $8.4 million with Luck Brothers Inc. for highway and retaining wall improvements on Route 73 in Essex County.
  • $2.5 million with Keeler Construction Co., Inc. for pavement resurfacing in Monroe County.
  • $2.1 million with Winn Construction Services Inc. for bridge rehabilitation on Route 5S over Canajoharie Creek in Montgomery County.

Major Payments Approved

Tax Refunds and Credits

  • $118.2 million for 36,931 personal income tax refunds.
  • $99.9 million for 16,031 corporate and other tax refunds.
  • $7.8 million for 8,362 property tax credits.

New York State Assembly

  • $34,900 to Messina Perillo Hill, LLP for legal services.

Office of Children and Family Services

  • $140.4 million under the Child Care Stabilization Grant to childcare providers to help cover unexpected business costs associated with the COVID-19 pandemic and to help stabilize operations so that providers may continue to provide care.
  • $347,000 to childcare providers for the Essential Worker Scholarship grant program to provide care for children of essential workers.

City University of New York

  • $1.5 million to support the COVID-19 pandemic response including office supplies, building and grounds equipment, and IT parts and peripherals.

Department of Civil Service

  • $292.6 million to CVS Caremark to provide pharmacy benefit services for the Empire, Excelsior and Student Employee Health plans.
  • $30.7 million to Beacon Health Options Inc. for benefit services for the Mental Health & Substance Abuse Program for the Empire Plan.

Department of Corrections and Community Supervision

  • $2.7 million to support the COVID-19 pandemic response.

State Education Department

  • $915 million in general aid to 184 school districts.
  • $155.6 million in BOCES aid to 36 organizations.

Empire State Development Corporation

  • $2 million to CenterState Corporation for the Growing Entrepreneurs & Innovators in Upstate New York (GENIUS NY) program.

Gaming Commission

  • $10.5 million for gaming revenue distributions from the Tioga Downs, Rivers, Montreign and Del Lago casinos to 26 local governments.
  • $2.8 million for tribal-state compact payments to the city of Salamanca.

Office of General Services

  • $10 million for hourly-based IT services, including $2 million to Knowledge Builders Inc., $1.1 million to MVP Consulting Plus Inc., and $6.9 million to 26 other vendors.

Department of Health

  • $175.3 million to support the COVID-19 pandemic response including ambulance services, laboratory and medical supplies, nursing services, and temporary staffing services.
  • $17.2 million to Maximus Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.
  • $12.8 million to New York eHealth Collaborative Inc. for the Statewide Health Information Network for New York.

Office of Information Technology Services

  • $10.2 million to support the COVID-19 pandemic response including call centers, cloud computing services and communications equipment.

Department of Labor

  • $291 million for payments under the Unemployment Insurance, Pandemic Unemployment Assistance, Federal Pandemic Unemployment Compensation, Mixed Earner Unemployment Compensation, and Lost Wages Assistance programs. 
  • $10.4 million for the Tourism Worker Recovery program.
  • $1.6 million for the Excluded Workers Fund program.

Division of Military and Naval Affairs

  • $1.2 million to support the COVID-19 pandemic response, including vehicle rentals and food and drink.

State University of New York

  • $2.4 million to support the COVID-19 pandemic response, including laboratory and medical supplies.

Office of Temporary and Disability Assistance

  • $161.6 million for the Emergency Rental Assistance Program.
  • $51.3 million for the Landlord Rental Assistance Program.

Department of Transportation

  • $3.2 million to National Railroad Passenger Corporation (Amtrak) for design and construction of the Hudson Line Positive Train Control System.

Other Payment Rejections and Other Cost Recoveries

OSC rejected tax refunds and credits valued at more than $1 million. The Comptroller’s auditors also recovered nearly $179,000 from vendors owing debts to the state.
