State Contract and Payment Actions in January

In January, the Office of the State Comptroller approved 1,801 contracts for state agencies and public authorities valued at $1.7 billion and approved more than 1.7 million payments worth more than $12.5 billion. The office rejected 101 contracts and related transactions valued at $93 million and nearly 1,200 payments valued at nearly $7 million, primarily for mistakes, insufficient support for charges and improper payments. Major Contracts Approved

Department of Environmental Conservation

  • $13.5 million with Environmental Services Group for environmental remediation at the former Batavia Iron and Metal Co. site in Genesee County.

Office of General Services - Design & Construction

  • $9 million with LiRo Program & Construction Management PE PC for construction management services at the Lexington Avenue Armory in New York County.
  • $1.6 million with Titan Roofing Inc for roof leak repairs and rehabilitation at Green Haven Correctional Facility in Dutchess County.

Department of Labor

  • $17.1 million with BVK 215 West 125th Street LLC for office space in New York County.
  • $1.6 million with North Country Workforce Partnership Inc. for office space in Clinton County.

Office of Parks, Recreation & Historic Preservation

  • $2.4 million with Keeler Construction Co. for Lower Falls corridor improvements at Letchworth State Park in Livingston and Wyoming counties.
  • $2.4 million with Steven Dubner Landscaping Inc. for sports field resurfacing at Gantry Plaza State Park in Queens County.

New York State Thruway Authority

  • $61.2 million with Restani Construction Corp. for resurfacing and rehabilitation of 13 bridges on I-95 in Bronx and Westchester counties.

Department of Transportation

  • $296.4 million with Salt City Constructors for Phase 1 of the I-81 Viaduct Project in Onondaga County.
  • $13.2 million with Oakgrove Construction Inc. for bridge maintenance, culvert replacement and various improvements in Cattaraugus County.
  • $8.8 million with Callanan Industries Inc. for pavement resurfacing on I-90 in Rensselaer County.
  • $7.6 million with Amstar of Western New York Inc. for bridge painting at six locations in Chenango, Delaware, Otsego, Schoharie, Sullivan and Tioga counties.
  • $5.7 million with Rifenburg Construction Inc. for pavement maintenance and shoulder widening on Route 9P in Saratoga County.
  • $4.1 million with ING Civil Inc. for bridge and culvert replacement on Routes 5S, 5 and 168 in Herkimer County.

State University Construction Fund

  • $6.5 million with Villager Construction Inc. for reconstruction of plaza, roads and utilities at SUNY Geneseo.

State University of New York

  • $3.3 million with TK Elevator Corp. for elevator maintenance at Binghamton University.
  • $2.9 million with W J Northridge Construction Corp. for rehabilitation of the first floor of Dewey Hall at Farmingdale State College.
  • $1.4 million with Hyde-Stone Mechanical Contractors Inc. for replacement of the Maxcy Hall Ice Area ammonia chiller at SUNY Potsdam.

Major Payments Approved

Tax Refunds and Credits

  • $114.5 million for 18,800 corporate and other tax refunds.
  • $14.3 million for 18,196 property tax credits.
  • $367,900 for 119 personal income tax refunds

Division of Budget

  • $2.2 million to Accenture LLP for strategic advisory/consulting services in response to the COVID-19 pandemic.

Office of Children and Family Services

  • $13.3 million under the Child Care Stabilization Grant to childcare providers to help cover unexpected business costs associated with the COVID-19 pandemic and to help stabilize operations so that providers may continue to provide care.

City University of New York

  • $2.9 million to support the COVID-19 pandemic response, including: $1.3 million for desktop computers, which includes $585,300 to Maureen Data Systems Inc and $504,700 to Quality and Assurance Technology Corporation; $361,800 for medical and lab technicians, which includes $360,100 to Applied DNA Clinical Labs LLC; and $1.2 million to 53 vendors for various other purposes such as office supplies, parts and peripherals, and safety equipment repairs and maintenance.

Department of Civil Service

  • $324.2 million to CaremarkPCS Health LLC to provide pharmacy benefit services for the Empire, Excelsior and Student Employee Health plans.
  • $25.9 million to Beacon Health Options Inc. for benefit services for the Mental Health & Substance Abuse Program of the Empire Plan.

State Education Department

  • 980.1 million in general aid to 166 school districts.
  • $165.7 million in BOCES aid to 36 organizations.

Empire State Development Corporation

  • $1.5 million to CenterState Corporation for Economic Opportunity for the Growing Entrepreneurs & Innovators in Upstate New York (GENIUS NY) program.

Gaming Commission

  • $10.5 million for tribal-state compact payments to the cities of Buffalo, Niagara Falls and Salamanca, and Allegany, Cattaraugus, Chemung, Chautauqua, Erie, Genesee, Livingston, Monroe, Niagara, Ontario, Orleans, Schuyler, Steuben, Wayne, Wyoming, and Yates counties.

Office of General Services

  • $9.8 million for hourly-based IT services, including: $2.2 million to Knowledge Builders Inc., $1.7 million to MVP Consulting Plus Inc., and $5.9 million to 25 other vendors.

Department of Health

  • $13.3 million to support the COVID-19 pandemic response, including: $4.1 million for local grants and public assistance, which includes $4 million for the Food Bank of New York City; $2.4 million to New York City Health and Hospitals Corp. for health management services; $2.2 million to The Boston Consulting Group Inc for advisory/consulting services; $1.5 million for laboratory supplies and materials, including $1.48 million to BCalifornia LLC; and $3.1 million to 38 vendors for various other purposes such as call centers and client services.
  • $13.3 million to Maximus Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.
  • $1.6 million to New York eHealth Collaborative, Inc for the Statewide Health Information Network of New York.

Department of Labor

  • $269.5 million for payments under the Unemployment Insurance, Pandemic Unemployment Assistance, Federal Pandemic Unemployment Compensation and Mixed Earner Unemployment Compensation programs.

State University of New York

  • $2.6 million to support the COVID-19 pandemic response, including: $777,800 for medical supplies and materials, which includes $423,200 to bioMérieux Inc.; $689,800 for laboratory supplies and materials, which includes $395,800 to bioMérieux Inc. and $281,300 to QIAGEN LLC; and $1.1 million to 28 vendors for various other purposes, such as dental supplies and materials, applications development, enhanced telecommunication services, and administrative and clerical services.

Office of Temporary and Disability Assistance

  • $92.1 million for the Emergency Rental Assistance Program.
  • $9.2 million for the Rental Assistance Program.

Other Contract and Payment Rejections and Other Cost Recoveries

OSC rejected tax refunds and credits valued at $161,200. The Comptroller’s auditors also recovered nearly $528,700 from vendors owing debts to the state and held payments of more than $139,000 pending resolution of disputes between subcontractors and prime contractors.
