State Contract and Payment Actions in July

In July, the Office of the State Comptroller approved 1,451 contracts for state agencies and public authorities valued at $1.2 billion and approved nearly 1.9 million payments worth more than $8.7 billion. The office rejected 178 contracts and related transactions valued at $180 million and more than 4,000 payments valued at nearly $2.5 million. Major Contracts Approved

Office of Children and Family Services

  • $1.5 million to Aurora of Central New York, Inc. for a pre-college program to assist those who are legally blind.
  • $1.3 million with Julia Dyckman Andrus Memorial, Inc. for training related to the sanctuary model of trauma-responsive treatment for children.

Department of Environmental Conservation

  • $1.9 million with Kenyon Press, Inc. for preparation and shipping of the New York State Conservationist magazine.
  • $1.7 million with Sierra Delta Contracting, LLC for Nicks Lake Campground shower and utility building improvements in Old Forge, Herkimer County.

Office of General Services 

  • $12 million with TDX Construction Corp. for construction management services.
  • $9 million with FPI Mechanical, Inc. to provide underground chilled water and steam piping at the W. Averell Harriman State Office Campus in Albany.

Department of Health

  • $45 million for Medicaid transportation management services, including $40 million with Medical Answering Services, LLC and $5 million with Logisticare Solutions, LLC.
  • $1.9 million with The Urban Institute for simulation modeling for the New York Health Insurance Exchange.

Office of Parks Recreation and Historic Preservation

  • $4 million with Meyer Contracting Corp. for sewage treatment system and parking improvements at Minnewaska State Park Preserve in Ulster County.
  • $3 million with Jorrey Excavating, Inc. to replace the wastewater treatment plant at East Harriman State Park in Orange and Rockland counties.

New York State Thruway Authority

  • $39 million with Yonkers Contracting Co., Inc. for shared-use path facilities for the New NY Bridge project in Rockland County.
  • $1.4 million with Vector Construction Corp. to rehabilitate Whiskey Hill Road Bridge in Waterloo, Seneca County.

Department of Transportation

  • $78 million with CCA Civil, Inc. to rehabilitate 5 bridges on I-278 in Kings and Richmond counties.
  • $33 million with H & L Contracting, LLC for NYS Route 112 reconstruction and safety improvements in Suffolk County.
  • $19 million with CSX Transportation, Inc. for the Inland Port intermodal transfer facility in Onondaga County.
  • $5.2 million with A. Colarusso & Son, Inc. for Empire State Trail construction in Ulster County.
  • $2.4 million with New York State Industries for the Disabled, Inc. for janitorial services at the Bedford Rest Area in Westchester County.

Major Payments Approved

Tax Refunds

  • $224 million for 115,000 personal income tax refunds.
  • $119 million for 27,000 corporate and other refunds.
  • $49 million for 126,000 property tax credits.

Department of Civil Service

  • $23 million to Beacon Health Options, Inc. for the New York State Health Insurance Program (NYSHIP) Mental Health & Substance Abuse Program.

Empire State Development Corporation 

  • $4.7 million to Buffalo Bills, Inc. for working capital, capital improvements, and game day operations.
  • $3 million to the City of Auburn for facility design, renovation and construction, and the purchase of furniture, fixtures, equipment, and display cases for the Equal Rights Heritage Center.
  • $2.7 million to High Tech Rochester, Inc. for administration and support services for the Photonics Venture Challenge.
  • $2.5 million to the City of Dunkirk for planning, design, and construction costs related to downtown revitalization.
  • $1 million to the Sustainable Manufacturing Innovation Alliance to establish and operate the Reducing Embodied-Energy and Decreasing Emissions (REMADE) Institute in partnership with the Rochester Institute of Technology.

Gaming Commission

  • $8.1 million in gaming revenue distributions to 26 local governments from Tioga Downs, Rivers, Montreign and Del Lago casinos.
  • $1.7 million to seven local governments for tribal compact payments.

Office of General Services

  • $6.3 million for hourly-based IT services, including $2.6 million to PSI International, Inc., $1.6 million to Knowledge Builders, Inc., and $1.2 million to MVP Consulting Plus, Inc.
  • $4.6 million to Prismatic Development Corporation for building renovations associated with the Manhattan Forensic Relocation project at the Manhattan Psychiatric Center.

Department of Health

  • $25 million to Maximus, Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.

Department of Homeland Security 

  • $18 million for the Urban Area Security Initiative Program (UASI), including $16 million to New York City and $2 million to the Port Authority of New York and New Jersey.
  • $4.8 million to the New York State Energy Research and Development Authority for the Hazard Mitigation Grant Program (HMGP).

New York State Legislature – Assembly

  • $14,000 to Vahey Muldoon Reston Getz, LLP for outside counsel for an Equal Employment Opportunity Commission matter.
  • $5,000 to Roemer Wallens Gold & Mineaux, LLP for outside counsel for independent investigations of sexual harassment.

Department of Transportation

  • $8.6 million to Yonkers Contracting Company, Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County.
  • $6.1 million to Granite Construction Northeast, Inc. for the Kosciuszko Bridge replacement in New York City.
  • $3.7 million to Skanska Koch, Inc. to rehabilitate the Gowanus Expressway from 48th Street to the Hugh Carey Tunnel in Kings County.
  • $2.8 million to Lancaster Development and Tully Construction Co., LLC for reconstruction of the I-81 and NY 17 Interchange in Broome County.
  • $2.1 million to Tully Construction Co., Inc. for bridge rehabilitation on the Major Deegan Expressway.
  • $1.8 million to Ahern Painting Contractors Inc. for preventative maintenance, cleaning and painting of FDR Drive to the South Street Viaduct in New York City.
  • $1.3 million to Marcy Excavation Services, LLC for parking lot improvements at the New York State Fairgrounds in Onondaga County.

New York State Thruway Authority

  • $1.2 million to HNTB New York Engineering and Architecture, PC for engineering services on the New NY Bridge Project.

Unified Court System

  • $7.8 million to The Legal Aid Society for attorneys for children.

Payment Rejections and Other Cost Recoveries

The office rejected more than 4,000 payments valued at nearly $2.5 million, including tax refunds valued at more than $800,000. The Comptroller’s auditors also recovered nearly $49,000 from vendors owing debts to the state, and held payments of more than $590,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through July 2018, the Comptroller’s office has approved 10,273 contracts valued at nearly $48 billion and approved nearly 21.4 million payments worth more than $88.3 billion. The office has rejected 1,148 contracts and related transactions valued at $2.4 billion and more than 21,000 payments valued at more than $36.4 million primarily due to errors, improprieties or lack of documentation.
