State Contract and Payment Actions in January

In January, the Office of the State Comptroller approved 1,485 contracts for state agencies and public authorities valued at $18.1 billion and approved more than 1.8 million payments worth nearly $11.1 billion. The office rejected 130 contracts and related transactions valued at $670 million and more than 2,800 payments valued at nearly $41.2 million. MAJOR CONTRACTS APPROVED

Office of Court Administration

  • $3.3 million with New York State Industries for the Disabled Inc. for printing and mailing of court appearance notifications.

Division of Criminal Justice Services

  • $2.5 million with Health Research Inc. to maintain and enhance the National Instant Background Check System.

State Education Department

  • $10.5 million for pre-employment transition services for students with disabilities, including $1.5 million with Abilities Inc., $1.5 million with Clinton-Essex-Warren-Washington BOCES, and $1.5 million with Community Options New York Inc.

Department of Environmental Conservation

  • $500 million for standby environmental engineering services statewide, including $50 million to AECOM USA Inc., $50 million to Arcadis Of New York Inc., and $50 million to Camp Dresser McKee & Smith.
  • $6.2 million with The Conservation Fund for purchase of land in the towns of Berlin and Stephentown in Rensselaer County.
  • $2 million with the Town of Greenburgh in Westchester County for a landfill closure assistance grant.

Office of General Services

  • $15.5 million with Matco Electric Corporation to provide an audio monitoring system and recording room at Elmira Correctional Facility in Chemung County.
  • $3 million with Ravi Engineering & Land Surveying PC for land surveying services statewide.
  • $2 million with Ricardo Zurita Architecture & Planning PC for elevator design services at various locations statewide.

Department of Motor Vehicles

  • $1.3 million with RR Donnelley & Sons Company for manufacturing of inspection stickers.

Office of Parks, Recreation and Historic Preservation

  • $13.7 million with J Kokolakis Contracting Inc. to renovate and expand the National Purple Heart Hall of Honor in Orange County.

State University of New York

  • $21.3 million for temporary medical staffing services at Stony Brook University, including $3.4 million with Remede Consulting Group Inc., $2.2 million with Staff Today Inc. and $2.1 million with RCM Technologies USA Inc.
  • $3.4 million with Diskriter Inc. for outpatient coding services at Downstate Health Sciences University.
  • $1.8 million with the Research Foundation for the State University of New York for statewide youth services training at the University at Albany.

New York State Thruway Authority

  • $7.6 million with Harrison & Burrowes Bridge Constructors Inc. for replacement of an interchange ramp in Columbia County.
  • $3.8 million with Bette & Cring LLC to replace Old State Road Bridge and repair other bridges in Albany and Schenectady counties.

Department of Transportation

  • $32.8 million with Piedmont 60 Broad Street LLC for the lease of 25 Beaver Street in New York City.
  • $11.4 million with Henningson, Durham & Richardson Architecture and Engineering PC for construction management and quality assurance services in Bronx County.
  • $5.2 million with Limnes Corp for bridge painting and maintenance for bridges in various locations in Orange and Westchester counties.
  • $2.7 million with Lake Shore Paving Inc. for pavement resurfacing in Chautauqua County.

MAJOR PAYMENTS APPROVED

Tax Refunds

  • $127.8 million for 16,000 corporate and other refunds.
  • $103.3 million for 23,000 personal income tax refunds.
  • $18.5 million for 32,000 property tax credits.

Department of Civil Service

  • $249 million to CVS Caremark to provide pharmacy benefit services for the Empire, Excelsior and Student Employee Health plans.
  • $29.4 million to Beacon Health Options Inc. for the Mental Health & Substance Abuse Program.

Empire State Development Corporation 

  • $2.5 million to the Village of Alfred for planning, design and construction costs to improve pedestrian areas and increase recreational amenities in the central business district.
  • $1.6 million to Anchor Glass Container Corporation for facility upgrades and machinery purchases at its Elmira facility.

Gaming Commission

  • $9.1 million for gaming revenue distributions from the Tioga Downs, Rivers, Montreign and Del Lago casinos to 26 local governments in various counties.
  • $1.8 million for tribal compact payments to Clinton, Essex, Franklin, Hamilton, Jefferson, St. Lawrence and Warren counties.

Office of General Services

  • $8.3 million for hourly-based IT services, including $1.2 million to IIT Inc. and $7.1 million to 28 other vendors.

Department of Health

  • $17.9 million to Maximus Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.
  • $2.7 million to New York eHealth Collaborative Inc. for the Statewide Health Information Network for New York.

Department of Transportation

  • $1.4 million to Granite Construction Northeast Inc. for replacement of the Kosciuszko Bridge in Kings County.

New York State Thruway Authority

  • $11.4 million to Tappan Zee Constructors LLC for the New NY Bridge Project.
  • $1.4 million to HNTB New York Engineering and Architecture PC for engineering services for the New NY Bridge Project.

PAYMENT REJECTIONS AND OTHER COST RECOVERIES

The office rejected more than 2,800 payments valued at nearly $41.2 million, including tax refunds and credits valued at more than $3 million. The Comptroller’s auditors also recovered more than $78,000 from vendors owing debts to the state, and held payments of more than $131,000 pending resolution of disputes between subcontractors and prime contractors.
