State Contract and Payment Actions in June

In June, the Office of the State Comptroller approved 1,520 contracts for state agencies and public authorities valued at $7.9 billion and approved more than 1.7 million payments worth nearly $9.9 billion. The office rejected 141 contracts and related transactions valued at $330 million and nearly 1,600 payments valued at nearly $5.6 million. Major Contracts Approved

Department of Agriculture and Markets

  • $1.1 million to Cayuga County Soil & Water Conservation District for nonpoint source pollution abatement.
  • $1.1 million with HITS, Inc. for event booking at the New York State Fairgrounds in Onondaga County.

Office of Alcoholism and Substance Abuse Services

  • $5 million with the Mental Health Association of NYC for the problem gambling and chemical dependency toll free helpline.

State Education Department

  • $18.2 million to Lafayette School District for Native American school tuition.
  • $11.1 million to the New York State Nurses Association for peer assistance.

Office of General Services

  • $1.4 million with The Wesson Group, LLC to rehabilitate the Stewart Landing Dam in Fulton County.
  • $1.9 million with Tioga Construction Company, Inc. to reconstruct dam and water control devices for the Perch River Wildlife Management Area in Jefferson County.

Office of Information Technology Services

  • $8 million with Annese and Associates, Inc. for remote field support services.

Division of State Police

  • $5.3 million with Compass Group USA, Inc. for food service at the New York State Police Academy.

SUNY at Stony Brook

  • $1.5 million with Parkline Asphalt Maintenance, Inc. for roadway striping and signage.
  • $4.7 million with Unitech Services Group, Inc. for asbestos abatement services.

Office of Temporary and Disability Assistance

  • $6.5 million with OPAD Media Solutions, LLC for media planning and buying services for the Supplemental Nutrition Assistance Program.

Department of Transportation

  • $150 million for intercity bus passenger services, including $61 million to Hudson Transit Lines, Inc., $42 million to Adirondack Transit Lines, Inc., and $13.5 million to Passenger Bus Corporation.

Major Payments Approved

Tax Refunds

  • $267 million for 150,000 personal income tax refunds.
  • $123 million for 31,000 corporate and other refunds.
  • $1.9 million for 6,000 property tax credits.

Department of Civil Service

  • $18 million to Beacon Health Options, Inc. for the New York State Health Insurance Program (NYSHIP) Mental Health & Substance Abuse Program.

Empire State Development Corporation

  • $300 million to the Metropolitan Transportation Authority for capital projects.
  • $20 million for costs of the Corporation to administer various economic development programs.
  • $2.5 million to the city of North Tonawanda for planning and construction costs associated with downtown revitalization projects.
  • $2.5 million to Buffalo Niagara Waterkeeper, Inc. for the planning, design, and marketing of the Buffalo Blueway, a recreational waterfront trail route.
  • $1 million to the Western New York Land Conservancy for ecological work to restore the natural habitat of the Niagara River Gorge.

Office of General Services

  • $25.7 million for hourly-based IT services, including $5.5 million to PSI International, Inc., $3.8 million to IIT, Inc., and $3.4 million to Knowledge Builders, Inc.
  • $4.6 million to Prismatic Development Corporation for building renovations at the Manhattan Psychiatric Center for the Manhattan Forensic Relocation project.

Department of Health

  • $12 million to Maximus, Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations.

Department of Homeland Security

  • $8.2 million to New York City for the Urban Area Security Initiative Program (UASI).

New York State Legislature – Assembly

  • $31,000 to Carlin Meyer, Esq. for outside counsel to the New York State Assembly's Committee on Ethics and Guidance.
  • $11,000 to Roemer Wallens Gold & Mineaux, LLP for outside counsel for independent investigations of sexual harassment.
  • $4,000 to Bracewell, LLP for outside counsel to assist the New York State Assembly with preparation and discovery in the retrial of former Assemblyman Sheldon Silver in the United States District Court for the Southern District of New York.

SUNY at Buffalo

  • $779,000 to LP Ciminelli, Inc. for construction and renovation services, including $762,000 for the School of Medicine and Biomedical Sciences and $17,000 for Hayes Hall.

Department of Transportation

  • $8.3 million to Granite Construction Northeast, Inc. for replacement of the Kosciuszko Bridge in Kings County.
  • $8.1 million to Skanska Koch, Inc. to rehabilitate the Gowanus Expressway from 48th Street to Hugh Carey Tunnel in Kings County.
  • $7.7 million to Marcy Excavation Services, LLC for parking lot improvements at the New York State Fairgrounds in Onondaga County.
  • $4.8 million to El Sol Contracting ES II Enterprises JV for bridge repairs on the Gowanus Expressway in Kings County.
  • $4.6 million to Skanska-Kiewit-Ecco III JV associated with the replacement of the Kosciuszko Bridge in New York City.
  • $4.5 million to Lancaster Development and Tully Construction Co., LLC for reconstruction of the I-81 and NY 17 Interchange in Broome County.
  • $1.9 million to Tully Construction Co, Inc. for bridge rehabilitation on the Major Deegan Expressway in New York City.

New York State Thruway Authority

  • $41 million to Tappan Zee Constructors, LLC for the New NY Bridge Project.

Payment Rejections and Other Cost Recoveries

The office rejected nearly 1,600 payments valued at nearly $5.6 million, including tax refunds valued at more than $1.7 million. The Comptroller's auditors also recovered nearly $59,000 from vendors owing debts to the state, and held payments of nearly $990,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through June for calendar year 2018, the Comptroller's office has approved 8,822 contracts valued at $46.7 billion and approved more than 19.5 million payments worth more than $79.6 billion. The office has rejected 970 contracts and related transactions valued at nearly $2.2 billion and more than 17,000 payments valued at more than $33.9 million primarily due to errors, improprieties or lack of documentation.
