State Contract and Payment Actions in April

In April, the Office of the State Comptroller approved 1,361 contracts for state agencies and public authorities valued at $4 billion and approved nearly 5.2 million payments worth more than $11 billion. The office rejected 116 contracts and related transactions valued at $950 million and nearly 5,400 payments valued at nearly $75 million. Major Contracts Approved

Department of Agriculture and Markets 

  • $2.7 million with Triangle Talent, LLC for Entertainment Booking Services for the 2019 Great New York State Fair.

Office of Children and Family Services

  • $4 million with Schodack Hospitality, LLC for lodging for training of state and local staff.

Department of Corrections and Community Supervision -Correctional Industries

  • $2.5 million for asbestos abatement safety supplies, including $1.5 million to Airgas USA, LLC and $1 million to Fastenal Company. 

Department of Environmental Conservation

  • $3.3 million with Hobart and William Smith Colleges for the Finger Lakes Partnership for Regional Invasive Species Management.
  • $2.8 million with Tahawus Trails, LLC for maintenance and development of recreational trails on State land in the forest preserve.

Office of General Services

  • $9.7 million with Jupiter Environmental Services, Inc. to provide lead remediation at Lexington Avenue Armory in New York City.
  • $2.6 million with Otis Elevator Company to rehabilitate the elevators at the Ten Eyck State Office Building in Albany.

Office of Parks Recreation and Historic Preservation

  • $2.3 million with Economy Paving Company, Inc. for construction upgrades to the south entrance and campground water system at Watkins Glen State Park in Schuyler County.
  • $1.2 million with United Paving Corporation to renovate the Central Mall at Jones Beach State Park in Nassau County.

Department of Transportation

  • $13 million with Kapsch Trafficom USA, Inc. for transportation management center operations in New York City.
  • $8 million with Ramsey Constructors, Inc. to replace the Route 63 Bridge over the Genesee River and construct a roundabout in Livingston County.
  • $6.8 million with Quintal Contracting Corporation for concrete pavement repairs on NY Rte.106 in the towns of Hempstead and Oyster Bay in Nassau County.
  • $3.7 million with D & H Excavating, Inc. to improve the intersection of Routes 20 and 60 in Chautauqua County.
  • $3.5 million with Bette & Cring, LLC to rehabilitate six bridges in Fulton, Hamilton and Herkimer counties.
  • $3 million with CCI Companies, Inc. to replace the culvert on Route 90 in the Village of Union Springs in Cayuga County.

Major Payments Approved

Tax Refunds

  • $3.7 billion for 3.3 million personal income tax refunds.
  • $351 million for 34,000 corporate and other refunds.
  • $3.3 million for 5,800 property tax credits.

Department of Civil Service

  • $237.5 million to CVS Caremark for providing pharmacy benefit services for the Empire, Excelsior, and the Student Employee Health plans.
  • $24.6 million to Beacon Health Options, Inc. for the New York State Health Insurance Program (NYSHIP) Mental Health & Substance Abuse Program.

Empire State Development Corporation

  • $8.3 million to the University of Rochester for the construction of the Goergen Institute building at its River Campus. 
  • $5.5 million to Edison Welding Institute for the operation of the Buffalo-Niagara Institute for Advanced Manufacturing Competitiveness in Erie County. 
  • $1.9 million to Tappan Zee Constructors, LLC for the New NY Bridge Project. 
  • $1.3 million to HNTB New York Engineering and Architecture, PC for engineering services for the New NY Bridge Project. 
  • $1.1 million to the Sustainable Manufacturing Innovation Alliance to establish and operate the Reducing Embodied-Energy and Decreasing Emissions (REMADE) Institute in partnership with the Rochester Institute of Technology. 

Gaming Commission

  • $8.9 million for gaming revenue distributions from the Tioga Downs, Rivers, Montreign, and Del Lago casinos to 26 local governments in Albany, Broome, Chemung, Columbia, Dutchess, Schenectady, Seneca, Tompkins, Ulster and Wayne counties. 
  • $1.6 million for tribal compact payments to Clinton, Essex, Franklin, Hamilton, Jefferson, Warren, and St. Lawrence counties.

Office of General Services

  • $7.6 million to Prismatic Development Corporation for building renovations for the Manhattan Forensic Relocation project at the Manhattan Psychiatric Center in New York City. 
  • $3.8 million for hourly-based IT services, including $2.5 million to PSI International, Inc., $660,000 to NTT Data, Inc., $420,000 to Genesys Consulting Services, Inc., and $220,000 to other vendors. 

Department of Health

  • $11.9 million to Maximus, Inc. for assistance with the Health Benefit Exchange, including insurance enrollment and call center operations. 

Department of Homeland Security

  • $42.3 million to New York City for the Urban Area Security Initiative Program (UASI). 

Department of Transportation

  • $12.5 million to Granite Construction Northeast, Inc. for replacement of the Kosciuszko Bridge in Kings County. 
  • $3.5 million to ECCO III Enterprises, Inc. for the Kew Gardens Interchange project in Queens County. 
  • $3 million to Yonkers Contracting Company, Inc. to reconstruct Exit 131 at the intersection of Routes 17 and 32 in Orange County. 

Payment Rejections and Other Cost Recoveries

The office rejected nearly 5,400 payments valued at nearly $75 million, including tax refunds and credits valued at more than $16.1 million. The Comptroller’s auditors also recovered nearly $59,000 from vendors owing debts to the state, and held payments of more than $150,000 pending resolution of disputes between subcontractors and prime contractors.

Cumulatively through April for calendar year 2019, the Comptroller’s office has approved 6,280 contracts valued at $38.9 billion and approved more than 13.5 million payments worth more than $55.6 billion. The office has rejected 556 contracts and related transactions valued at $1.97 billion and more than 18,100 payments valued at nearly $121 million primarily due to errors, improprieties or lack of documentation.
