New York State Comptroller Thomas P. DiNapoli announced today he has promoted David Hasso to deputy comptroller for payroll, accounting and revenue services and Randy Partridge to assistant comptroller for local government and school accountability (LGSA). He also announced the appointment of José Manuel Paulino to assistant comptroller for community affairs and Matt Ryan to deputy press secretary.

David Hasso: As deputy comptroller, Hasso, CPA, CGFM, CGMA, will oversee the bureaus of: State Accounting Operations, Financial Reporting & Oil Spill Remediation and State Payroll Services, as well as the Office of Unclaimed Funds. During his 42 years at the Comptroller’s office, he has served in multiple positions, including most recently as an assistant comptroller.

Hasso has led and served on multiple accounting and auditing boards. He is a member of the American Institute of Certified Public Accountants (CPA) and the New York State, Louisiana, Connecticut, South Carolina and Mississippi CPA Societies. He is also a member of the Association of Government Accountants, Government Finance Officers Association (GFOA) and the GFOA Special Review Committee.

He received a Bachelor of Business Administration in Accounting from Siena College, an Advanced Undergraduate Diploma in English History from Oxford University and a Master in Business Administration from Imperial College (University of London). He resides in North Greenbush.

Randy Partridge: As assistant comptroller for LGSA, Partridge will oversee all aspects of audit management and development, internal control oversight and advance practices that help address the myriad of emerging risks facing municipalities, authorities and school districts. Partridge has been with the Comptroller’s office for 23 years, transferring to LGSA after 16 years with the office’s division of state government accountability, where he was recognized for his excellent leadership.

He received a Bachelor of Applied Science in Professional Accounting from Regis University in Denver, Colorado. Partridge is a licensed CPA. He resides in Ballston Lake.

José Manuel Paulino: In his new position, Paulino will help oversee community affairs for the Comptroller and manage various community events and outreach efforts. Paulino has spent nearly a decade working in government relations, business development and advocacy. He was most recently the executive director of SOMOS Inc. He started his career in the New York State Senate Fellowship Program, where he worked for then Senator Byron W. Brown, the current Mayor of Buffalo, N.Y. He later held several positions with the New York State Senate Democratic Conference.

He holds a Bachelor’s degree from Binghamton University in Philosophy, Politics and Law. He earned a Master’s in Public Administration (MPA) from Binghamton University, with a double concentration from the School of Management (Organizational Leadership) and the College of Community and Public Affairs (Public Health). Currently, Paulino serves on Binghamton University’s MPA Practioner Advisory Board and is a recipient of the Delta Award for distinguished public service by an MPA graduate. Born in the Dominican Republic, he currently lives in Queens.

Matt Ryan: Ryan joins the Comptroller’s office as deputy press secretary and will be responsible for assisting the press, stakeholders and the public with questions on state finances, state operations and research reports. He spent the last decade as the managing editor and co-host of “New York NOW,” the state Emmy Award-winning show hosted by WMHT-TV. Prior to this, he was a producer, reporter and anchor at WXXA-TV.

He holds a Bachelor’s degree in Mass Communications from the State University of New York at Plattsburgh. He lives in Scotia.
