CUNY IBT 2018-2019 Additional Pay Increases and New Additional Pay Earn Code

Purpose

The purpose of this bulletin is to notify CUNY of the increases to the Public Safety Arms Differential (CAD) and the Special Assistant for Events (SAFE) Team Leader differential (CSF) for certain employees described below. 

This bulletin will also introduce the new Fire Safety Differential for eligible employees in the titles listed below.

Affected Employees

Annual IBT employees in the titles listed in the eligibility criteria section are affected.

Background

The 2016-2021 Collective Bargaining Agreement between CUNY and International Brotherhood of Teamsters, Local 237 calls for increases to CUNY Arms Differential and CUNY Public Safety Special Assistant for Events (SAFE) Team Leader Differential effective December 18, 2019 and the creation of a new Fire Safety Differential.

Effective Date(s)

Below are the effective dates for the Public Safety Arms Differential (CAD), the Special Assistant for Events (SAFE) Team Leader differential (CSF), and the new Fire Safety Differential (FSD):

CAD - Effective 12/18/2019 increase to $1,863 annually

CSF - Effective 12/18/2019 increase to $2,233 annually

FSD – Effective date 12/18/2018 $4000 annually; Increased to $4162 12/18/2019

Eligibility Criteria

Employees in the following titles are eligible for the 12/18/2019 CAD increase:

Campus Peace Officer, Level 1

Campus Peace Officer Level 2

Campus Security Officer Level 2

Campus Public Safety Sergeant

College Security Specialist
 

Employees in the following titles are eligible for the 12/18/2019 CSF increase:

Campus Peace Officer, Level 1

Campus Peace Officer Level 2

Campus Public Safety Sergeant

College Security Specialist
 

Employees in the following titles are eligible for the new Additional pay earn code FSD:

Campus Peace Officer, Level 1

Campus Peace Officer Level 2

Campus Public Safety Sergeant

College Security Specialist

OSC Actions

OSC will create a spreadsheet with the eligible employees and specific additional pay earn codes.  Due to the effective date of the retroactive transaction and the subsequent 03/26/2020 FAC row, CUNY will not be able to enter these transactions. OSC payroll will enter the 12/18/2019 row and the 03/26/2020 FAC row update. 

OSC will provide CUNY with this spreadsheet by COB Monday, May 18, 2020.

Agency Actions

CUNY must notify OSC of any discrepancies on the additional pay spreadsheet by Tuesday, May 26, 2020.

Fire Safety Differential transactions for eligible employees will be manually entered by CUNY during Institution pay period 6C.

CUNY is required to provide a 607 form for any employee who is receiving FSD – Fire Safety Differential

Tax information

These monies are taxable income and are subject to all employment taxes and income taxes.  These monies will be included in the employee’s taxable gross and will be reported on the employee’s Form W-2.

Payroll Register and Employee’s Paycheck/Advice

The appropriate Earnings Code and the amount paid will be displayed on the Payroll Register.
