New Increment Code Representing Job Rate Status for the October 2020 Cycle

Purpose

The purpose of this bulletin is to inform agencies of the new increment code for CSEA, DC-37 and PEF employees eligible for job rate status credit between 04/02/2020 and 10/01/2020 and to provide instructions for using the new increment code.

Affected Employees

CSEA, DC-37 and PEF employees who attain job rate between 04/02/2020 and 10/01/2020 and/or relating to the October 2020 cycle are affected.

Background

When an employee reaches job rate on the October payment cycle, the increment code format is YY10.  For October 2020, the increment code would be 2010.  However, since this increment code already represents the April cycle for the year 2010, the Office of the State Comptroller (OSC) has created an alternative increment code to represent October 2020 to differentiate the two job rate status dates.

Effective Date(s)

The new increment code for CSEA, DC-37, and PEF employees is effective beginning 04/02/2020.

Eligibility Criteria

This new increment code applies to any eligible CSEA, DC-37 and PEF employee whose salary is job rate upon the processing of the October 2020 performance advance or whose increment code is adjusted to reflect the October 2020 cycle upon a return from leave, rehire or other reinstatement.

OSC Actions

OSC has created new Increment Code 8810 to represent October 2020 cycle job rate credit for the following:

  • Employees credited with job rate status that falls between 04/02/2020 and 10/01/2020 including:
    • employees whose current job rate increment code must be adjusted upon return from a leave of absence
    • employees who are demoted
    • employees whose salary upon appointment is equal to job rate due to an Impracticable to Recruit (130.4), Advanced Qualifications (131.1(a)) or Budget Director Approval (BDA)
    • NS to Grade appointments
    • application of the October 1, 2020 performance advance.

OSC updated the increment code of eligible employees when processing the payroll for pay periods 1L through 8L (Institution and Administration).  Corrections to the records of affected employees were communicated to the agency on record via Control-D Report NPAY776 Consolidated Correction Sheet Report for the applicable pay period.  Please refer to Agency Actions for instructions on using the new increment code beginning pay period 9L (Institution and Administration) and forward.

Agency Action Beginning Pay Period 9L (Institution and Administration)

The new procedure for assigning increment code 8810 to eligible employees in CSEA, DC-37, and PEF is available for agency use beginning in pay period 9L (Institution and Administration).  Please refer to OSC Actions above for information regarding updates to increment codes processed in pay periods 1L through pay period 8L (Institution and Administration).

Agencies must use the new increment code 8810 to indicate an employee’s job rate credit or adjusted job rate credit effective on or after 04/02/2020 as described below.

  • Employees credited with job rate status that falls between 04/02/2020 through 10/01/2020 including:
    • employees whose current job rate increment code must be adjusted upon return from a leave of absence,  rehire or other reinstatement
    • employees who are demoted
    • employees whose salary upon appointment is equal to job rate due to an Impracticable to Recruit (130.4), Advanced Qualifications (131.1(a)) or Budget Director Approval (BDA)
    • NS to Grade appointments
    • application of the October 1, 2020 performance advance.

Note: Employees who received a performance advance to job rate in Administration pay period 1L effective 04/02/2020 have an increment code of 2020.  This increment code represents processing on the April payment cycle and should remain in effect unless an adjustment to job rate credit is necessary in the future.
