NYS Payroll Online Rollout to All State Employees

Purpose

The purpose of this bulletin is to inform agencies of the amended state finance law which requires the State Comptroller to offer any employee who receives a salary through direct deposit access to their electronic pay stub with the option to opt out of receiving a paper pay stub.

Affected Employees

All active state employees enrolled in direct deposit are affected.

Background

In accordance with Chapter 225 of the laws of 2020, all New York State employees enrolled in direct deposit must be provided with access to electronic paystubs. The legislation also provides that employees fully enrolled in direct deposit must have the option to opt out of receiving a paper pay stub.

NYS Payroll Online (NYSPO)

NYSPO is a self-service application available to active New York State employees.

NYSPO currently provides the following functionality:

  • View Paycheck (up to one year of pay stubs)
  • View Direct Deposit Account(s)
  • Go Paperless
    • Printed Pay Stubs (only available to users fully enrolled in direct deposit)
    • Printed W-2s
  • Update Tax Withholdings (Form W-4 and NYS IT-2104)
  • View Form W-2, Wage and Tax Statements (past 10 years of W-2s)
  • Update Email Address(es)

Direct deposit enrollment and account changes must be made through the Direct Deposit Form for NYS Employees (AC2772) and submitted to their Payroll Administrator.

Effective Date

All active state employees enrolled in direct deposit must have the ability to gain access to NYS Payroll Online beginning Monday, 04/05/2021.

Eligibility Criteria

To be eligible, employees must be active in PayServ, employed with a NYS agency participating in NYSPO, and have a government issued NY.gov account associated with their employee ID.

All NYSPO users can view up to one year of pay stubs. Opting out of paper pay stubs requires full enrollment in direct deposit.

OSC Actions

On Friday, 04/02/2021, OSC will add all active department IDs to the self-service department table. This enables all active state employees, with a valid NY.gov account, access to NYS Payroll Online.

Beginning paychecks dated 04/08/2021, OSC will add the following message to all paper pay stubs: Go paperless with NYS Payroll Online: psonline.osc.ny.gov.

Agency Actions

Current non-participating agencies must coordinate with ITS in order to establish NY.gov accounts for their employees requesting access to NYSPO. This includes the following:

  • Designate a Participating Organization Delegated Service Administrator (PODSA). PODSAs maintain the NY.gov employee directory for their agency.
    • Participating Organization Delegated Administrators (PODAs) can be designated to support the PODSA in NY.gov account maintenance. ITS encourages agencies to have one (1) PODSA but there can be multiple PODAs.
  • Request a NY.gov Delegated Admin account for designated PODSA/PODA(s).
  • Request access to the IT Service Management (ITSM) application for bulk NY.gov account uploads.
  • Develop a process for maintaining the agency’s NY.gov accounts.
  • Develop an outreach plan that informs employees of their government issued NY.gov account login credentials and of their access to NYSPO.

After employees receive their government issued NY.gov account, first time users must log in directly through NYSPO’s site. The user will be prompted to complete a verification form. After successful verification, the user will gain access to NYSPO and the NYS Payroll Online application will be available on their NY.gov account homepage.
