Purpose
The purpose of this bulletin is to provide agency instructions for new overtime earnings codes to be used for Time Entry overtime payments.
Affected Employees
Employees who are overtime eligible and in the Public Employees Federation (PEF)-BU05 are affected.
Background
Chapter 150 of the Laws of 2021, which implements the 2019-2023 Agreement between the State of New York and the Public Employees Federation (PEF), provides for a change in the calculation of overtime.
Prior to the 2019-2023 agreement, overtime was calculated using the factor of .00075 based on a denominator of 2,000 hours. The new agreement changes the overtime factor used in the calculation of overtime. Overtime earned on or after 09/02/2021 (Administration) or 09/09/2021 (Institution) will be paid using the overtime factor of .00072, based on a denominator of 2,080 hours.

Eligibility Criteria
Employees in BU05 who have overtime earnings on or after 09/02/2021 (Administration) or 09/09/2021 (Institution) must be paid using the new overtime factor per the 2019-2023 agreement.

Beginning in Administration Pay Period 12L and Institution 13L
To report Overtime earnings effective beginning 09/02/2021 (Administration) or 09/09/2021 (Institution), agencies must submit the appropriate New Earnings Codes (as listed in the OSC Actions section above) on the Time Entry page or the Time Entry Interface (NPAY502) using the following procedures:

Agencies must use the overtime factor of .00072 in the calculation when submitting any payments using override Earnings Codes such as OTT and OTO.
