Purpose

The purpose of this bulletin is to inform agencies of the automatic processing of the October 2021 increase to the Security Services Hazardous Duty Pay annual amount, and to provide instructions for increases not processed automatically.

Affected Employees

All Arbitration eligible employees in Bargaining Unit 01 represented by NYSCOPBA are affected.

Background

Chapter 24 of the Laws of 2019, which implements the negotiated 2016–2023 agreement between New York State and NYSCOPBA, provides for a bi-weekly Security Services Hazardous Duty Pay payment for employees who have at least one year of service credit in either BU01 or BU21.

Note: There is no 2021 increase in the Hazardous Duty Pay payment amount for Non-Arbitration eligible employees in Bargaining Unit 21.

Effective Dates

The bi-weekly Security Services Hazardous Duty Pay increase will be paid using the following effective dates:

Eligibility Criteria

Employees are eligible for the increase to the Security Services Hazardous Duty Pay if: they are:

  • In Bargaining Unit 01 who have a:
    • Payroll Status of Active,
    • Leave With Pay, or
    • Leave of Absence;
  • With an Action/Reason code of either:
    • Leave of Absence/WDL (WC Dis Lv),
    • Leave of Absence/WPS (WC 60% SUP),
    • Leave of Absence/MLL (Leave of Absence/Military),
    • Leave of Absence/MLS (Leave of Absence/Military Stipend),
    • Leave of Absence/MTS (Military Training Stipend)
  • On the payment effective dates of:
    • 09/30/2021 (Administration)
    • 10/07/2021 (Institution), .

OSC Actions

The Office of the State Comptroller (OSC) will increase the following Additional Pay Code according to the chart below:

OSC will automatically insert a row on the Additional Pay page for employees who are in BU01 that meet the eligibility criteria on 09/30/2021 (Administration) or 10/07/2021 (Institution) as follows:

Effective Date: 09/30/2021 (Administration) or 10/07/2021 (Institution)
OT Eff Date: Same as Effective Date

Agency Actions

After the automatic processing of the Security Services Hazardous Duty Pay is completed, the following Control-D report will be available for agency use:

NHRP703 Mass Salary Additional Pay Report

This report identifies all employees receiving the automatic increase to Security Services Hazardous Duty Pay 01H (Hazardous Duty Pay Arb-Eligib). Fields on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit, and Additional Pay Amount.

Agency Actions Beginning in Pay Periods 15L (Administration) or 16L (Institution)

Beginning in Pay Period 15L (Administration) or 16L (Institution), agencies must submit transactions for employees who were not eligible on the effective dates 09/30/2021 (Administration) or 10/07/2021 (Institution) but subsequently become eligible.

Submitting Payment

To pay the increase to the Security Services Hazardous Duty Pay to eligible employees who were not systematically processed with the effective dates of 09/30/2021 (Administration) or 10/07/2021 (Institution), agencies must submit the following information on the Additional Pay page using the appropriate Earnings Code:

Tax Information

The bi-weekly Security Services Hazardous Duty Pay payments are taxable income, will be included in the employee’s taxable gross and are subject to all employment and income taxes.
