Purpose
As we approach the beginning of the new State fiscal year on April 1st, OSC would like to provide notice of the possible impact to paycheck distribution and release of direct deposit funds and advices should the State budget be late and a budget extender bill not be passed by 4 p.m. on Monday, April 3, 2023.
Affected Employees
Executive Branch* employees paid on the Institution pay cycle may be affected.
*This does not apply to employees of the State University of New York (28***, [excluding SUNY Construction Fund 28990]), City University of New York (70***) or State Insurance Fund (00640, 00650) since their fiscal year does not expire until the end of June. However, although funds will be released for these agencies, direct deposit advices will not be mailed until all other advices can be released.
Background
When a passed budget is in place, OSC transmits the electronic direct deposit file on Monday evening for the paycheck dated the same week. This allows the funds to be received by employee banks and deposited timely into employee bank accounts.
Although the earnings associated with paychecks dated April 6, 2023, were earned prior to the new fiscal year, OSC is not permitted to distribute funds dated in the new fiscal year until the Legislature passes and the Governor signs the 2023-24 State budget or a budget extender bill to provide for the continuing operation of State government.
Therefore, OSC may be unable to transmit the electronic direct deposit file on Monday evening, April 3, 2023. As a result, employee banks may delay posting direct deposit funds for the Thursday, April 6, 2023, check date into employee bank accounts. The distribution of paychecks and direct deposit advices may also be delayed. The Division of the Treasury will hold both the paychecks and electronic files until the Legislature passes and the Governor signs the 2023-24 State budget or a budget extender bill.

OSC Actions
The electronic direct deposit file will be transmitted to the bank as soon as the Legislature passes and the Governor signs the 2023-24 State budget or a budget extender bill to provide for the continuing operation of State government.
OSC will provide updated information on the availability of funds for the paycheck dated April 6, 2023, via the PayServ Bulletin Board and New York State Payroll Online (NYSPO).
Agency Actions
Agencies should notify employees of the possible impact and consult the PayServ and NYSPO bulletin boards for additional information and updates.
Agencies should notify the Division of the Treasury if special handling of paychecks is needed upon release of the April 6, 2023, paychecks.
