Purpose
The purpose of this bulletin is to inform agencies of the April 2023 Increase to Hazard Duty Pay.
Affected Employees
Employees in Administrative Services Unit (BU02), Operational Services Unit (BU03), Institutional Services Unit (BU04) and Division of Military and Naval Affairs Unit (BU47) who meet the eligibility criteria are affected.
Background
Chapter 361 of the Laws of 2022, which implemented the 2021 – 2026 Agreement between the State of New York and the Civil Service Employees Association (CSEA), provides for an increase in Hazard Duty Pay for employees who are currently receiving Hazard Duty CSEA Straight Time (Earnings Code HZ3) and/or Hazard Duty CSEA Overtime (Earnings Code HZ4).
Effective Dates
The increases to Hazard Duty Pay were effective as follows:

Eligibility Criteria
Employees in Bargaining Units 02, 03, 04 and 47 who currently receive Earnings Code HZ3 and/or Earnings Code HZ4, on or after the Effective Dates listed above, are entitled to the increase.

OSC Actions
OSC has increased the systematically calculated hourly rates for Time Entry Earnings Codes HZ3 and HZ4 to $0.90/hour for Earnings Code HZ3 and $1.35/hour for Earnings Code HZ4.
Agency Actions
Agencies should continue to submit Hazard Duty payments on the Time Entry page or the Time Entry Interface (NPAY502) using Earnings codes HZ3 and HZ4 as applicable.
