Purpose

To describe new Earns Codes for the Time Entry Panel to report overtime worked due to events of September 11, 2001

Affected Employees

Employees in Executive Agencies who are working overtime due to events of September 11, 2001

Background

Agencies have requested that earn codes be established to facilitate tracking of expenditures related to the events of September 11, 2001. The primary means of tracking expenditures in PAYSR is the Position Pool. Should agencies wish to track overtime specifically related to these events, two codes have been created. If agencies do not need to track expenditures separately, or if they have alternate means of doing so, they should continue to use existing earns codes and procedures.

OSC Actions

Earns code WOT, World Trade Center Overtime, has been added to Earnings programs that use the overtime calculation (Salary plus additional pay factors X .00075). Fields required:

  • Earnings Begin Date
  • Earnings End Date
  • Earn Code
  • Hours

Earns code WTO, WTC Overtime Override, has been added to all Earnings programs to report overtime using any other calculation. When this code is used it will be necessary to add a comment with the rate, calculation, and grade (if the overtime is out of title). Fields required:

  • Earnings Begin Date
  • Earnings End Date
  • Earn Code
  • Hours
  • Amount

Agency Actions

If the agency wishes to use the new Earns codes, they should report overtime using these codes in the needed instances. If the agency does not choose to use the codes, they will continue their normal reporting procedures of using the codes that apply to the employees in their agency.

If the codes are being used for overtime-ineligible employees under a grade 28, a comment is no longer needed in the comments box.

If the codes are being used for employees who are grade 28 or higher, a DOB waiver is still needed.

Any other overtime worked under the normal waiver process must be reported using normal payroll procedures.
