Purpose:

The purpose of this bulletin is to inform the Division of State Police of OSC’s automatic processing of the 2022 State Police Holiday Bonus Payment and to provide agency instructions for payments not processed automatically.

Affected Employees:

Division of State Police employee in the State Police Investigators Unit (BCI) – BU62 who meet the eligibility criteria are affected.

Background:

Chapter 337 of the Laws of 2019 implements the 2018-2023 Agreement between the State of New York and the New York State Police Investigators Association (NYSPIA), provides for an annual holiday compensation payment.

Effective Dates:

The 2022 State Police Holiday Bonus Payment will be processed in a separate check in the Administration Pay Period 17L/18C, paychecks dated 12/07/2022. There is no direct deposit for this payment.

Eligibility Criteria:

Employees in Bargaining Unit 62 who have a payroll Status of Active, Leave With Pay, or Leave of Absence with an Action/Reason code of Leave of Absence/MLS (Mil Stip), Leave of Absence/MLL (Military Leave), or Leave of Absence/MTS (Military Training Stipend) on 11/01/2022 are eligible for the Holiday Bonus Payment.

An employee who otherwise meets the eligibility criteria but is on an authorized leave of absence with a Payroll Status of Leave of Absence (except with an Action/Reason code of Leave of Absence/MLS, Leave of Absence/MTX and Leave of Absence/MLL), and who returns to the payroll by 10/31/2023, may receive the payment upon the return from leave.

OSC Actions:

OSC will process the 2022 State Police Holiday Bonus Payment for employees who meet the eligibility criteria, except for employees who have a Payroll Status of Leave of Absence with an Action/Reason code of Leave of Absence/MLS (Mil Stip), Leave of Absence/MLL (Military Leave), or Leave of Absence/MTS (Military Training Stipend), on 11/01/2022.

A Time Entry transaction will be created automatically for eligible employees with the following information:

Earnings Begin Date: 11/01/2022
Earnings End Date: 11/01/2022
Earn Code: HSP
Amount: $1,782

Agency Actions:

The agency is responsible for submitting a Time Entry transaction for employees who meet the eligibility criteria but have a Payroll Status of Leave of Absence with an Action/Reason code of Leave of Absence/MLS (Mil Stip), Leave of Absence/MTS (Military Training Stipend), and Leave of Absence/MLL (Military Leave) on 11/01/2022.

The agency is also responsible for submitting a Time Entry transaction for eligible employees who are on an authorized leave of absence on 11/01/2022 and who return to the payroll prior to 10/31/2023. The Time Entry transaction must be submitted in the pay period the return from leave is processed.

Submitting Payment

To pay the 2022 State Police Holiday Bonus Payment to eligible employees not processed automatically or who return from an authorized leave of absence, agencies must submit the following information on the Time Entry page or the Time Entry Interface (NPAY502) using Earnings Code HSP:

Earnings Begin Date: 11/01/2022 (employees on LOA/MLS, LOA/MTS, and LOA/MLL) or the date of the employee returns from an authorized leave of absence
Earnings End Date: Same as Begin Date
Earn Code: HSP
Amount: $1,782

Control-D Reports Available After Processing:

After the automatic processing of the 2022 State Police Holiday Bonus Payment is completed, the following Control-D report will be available for agency use:

NPAY771 – Time Entry Payment Report

This report identifies all employees who received the Holiday Bonus Payment.

Retirement Information:

The State Police Holiday Bonus Payment is pensionable but is not included in the calculation of overtime.

Tax Information:

The 2022 State Police Holiday Bonus payment is supplemental taxable income, will be included in the employee’s taxable gross and is subject to all employment and income taxes.

Federal, State, and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method. Yonkers Flat Rate Withholding is 1.95975% for Yonkers residents and 0.50% for Yonkers non-residents.

Payroll Register and Employee’s Paycheck/Advice:

Earnings Code HSP and the amount paid will be displayed on the Payroll Register. The Earnings Description Holiday Compensation SP and the amount paid will appear on the employee’s paycheck stub or direct deposit advice (if applicable).

This payment will be made in a separate check regardless of when it is paid. The separate check will be issued with the employee’s regular paycheck or direct deposit advice based on information for that check date. There is no direct deposit for this payment.
