Purpose

To provide instructions to campuses for processing United University Professions (UUP) 1% Discretionary Lump Sum Payments.

Affected Employees

SUNY Professional Services employees in Bargaining Unit 08 who meet the eligibility criteria and are selected by the campus President

Background

Chapter 263 of Laws of 2018 implemented the agreement between the State of New York and UUP and provides for a Discretionary Lump Sum Payment for UUP BU 08 employees. Payment of the Lump Sum is at the discretion of the campus President and may be made to employees who are incumbents on the payroll on 6/30/2018.

Effective Date(s)

SUNY System Administration has designated Pay Period 18L, paychecks dated 12/26/2018 and Pay Period 20L, paychecks dated 01/23/2019 for each campus to submit their UUP 2018 1% Discretionary Lump Sum Payments.

Eligibility Criteria

Employees selected by the campus president who meet the following criteria on 6/30/2018 AND on 12/12/2018 (Administration PP 18L Pay End Date) are eligible to receive the one-time lump sum payment.

  • Bargaining Unit = 08
  • Salary Grade = 980
  • Pay Basis Code = ANN, CYF, 21P, CAL, BIW, HRY, FEE
  • Payroll Status = Active or Leave With Pay

In addition, part-time employees who meet the above criteria on 4/30/2018 whose employment expired prior to 7/1/2018 are eligible for the payment if they are re-employed, meet the above criteria on 12/12/2018 (Administration PP 18L End Date) and are selected by the campus president.

Agency Actions

Campuses may make the UUP 2018 1% Discretionary Lump Sum Payment in two (2) payments.

  • The first payment must be based on 1% of the total UUP annual salaries for the campus as of 06/30/2018 before the retroactive raises were processed and must be paid in the paycheck dated 12/26/18.
  • The second payment must be based on 1% of the total UUP annual salaries for the campus as of 06/30/2018 with the retroactive raises included minus what was paid in the paycheck date of 12/26/2018 and must be paid in the paycheck dated 01/23/2019.

If the campus chooses to make the payment in one (1) payment the campus must ensure the pool includes the appropriate retroactive raises. This must be paid in the paycheck dated 12/26/2018.

Prior to processing the payments, campuses are required to complete a roster identifying employees who will receive UUP 2018 1% Discretionary Lump Sum Payment amount. The roster must be signed by the College President and forwarded to SUNY System Administration, who will then forward it to OSC in an Excel file format.

Campuses must submit the following information on the Time Entry page or the Time Entry interface (NPAY502) using Earnings Code SDL. The Amount field should be populated based on the information on the approved roster.

Miscellaneous Payment Information

The 2018 UUP 1% Discretionary Lump Sum Payments are pensionable but are not included in the calculation of overtime.

Tax Information

The 2018 UUP 1% Discretionary Lump Sum Payments are supplemental taxable income, will be included in the employee’s taxable gross and are subject to employment and income taxes.

Federal, State and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method. Yonkers Flat Rate Withholding is 1.61135% for Yonkers residents and 0.50% for Yonkers non-residents.

Payroll Register and Employee’s Paycheck/Advice

The Earnings Code SDL and the amount paid will be displayed on the Payroll Register. The Earnings Description SUNY UUP Discretionary LSP and the amount paid will appear on the employee’s paycheck stub or direct deposit advice.
