Purpose

To provide agencies instructions for processing the CUNY Discretionary Assignment Differential through the Additional Pay page.

Affected Employees

UNY employees in the title of Assistant to HEO, HEO Assistant or HEO Associate represented by the Professional Staff Congress (PSC)

Background

The CUNY Discretionary Assignment Differential payment is made in accordance with the Memorandum of Agreement between CUNY and the PSC for the Term of 10/20/2010 – 11/30/2017 as a way to recognize excellence in performance or increased responsibilities within an employee’s title.

Effective Date(s)

January 1, 2017 or later

Eligibility Criteria

To be eligible to receive the $2,500.00 CUNY Discretionary Assignment Differential, employees must meet the following criteria as stated in Section IV of the August 31, 2016 Implementation Memorandum from Pamela S. Silverblatt, Vice Chancellor for Labor Relations:

  • Employees must be in an eligible title; Assistant to HEO, HEO Assistant or HEO Associate and;
  • Employees must have completed one or more years of service at the top salary of their salary schedules.

Note: Eligibility will end when the employee moves out of the title for which they received the CUNY Discretionary Assignment Differential.

OSC Actions

OSC has created the following Earnings and Adjustment codes (including Non-Resident Alien codes) to be used to pay eligible employees the CUNY Discretionary Assignment Differential:

  • HAD (HEO-Assignment Dif Pensionable)
  • ADH (Adj-HEO-Assignment Dif Pensionable)
  • RDH (Retro-HEO-Assignment Dif Pensionable)
  • HAX (HEO-Assignment Dif Pen-IC17)
  • ADX (Adj-HEO-Assignment Dif Pen-IC17)
  • RDX (Retro-HEO-Assignment Dif Pen-IC17)
  • HAY (HEO-Assignment Dif Pen-IC18)
  • ADY (Adj-HEO-Assignment Dif Pen-IC18)
  • RDY (Retro-HEO-Assignment Dif Pen-IC18)
  • HAZ (HEO-Assignment Dif Pen-IC19)
  • ADZ (Adj-HEO-Assignment Dif Pen-IC19)
  • RDZ (Retro-HEO-Assignment Dif Pen-IC19) 

Note: The CUNY Discretionary Assignment Differential is included in the calculation of overtime for eligible employees.

Agency Actions

To pay the CUNY Discretionary Assignment Differential to eligible employees, agencies must submit the following information on the Additional Pay page:

Earnings Begin Date: Eligibility date
Earnings End Date: Same as Earns Begin Date
Earnings Code: HAD – HEO-Assignment Dif Pensionable or

Non-Resident Alien codes:
HAX – (HEO-Assignment Dif Pen-IC17 or HAY (HEO-Assignment Dif Pen-IC18), or HAZ (HEO-Assignment Dif Pen-IC19)
Amount: $2500.00 (derived biweekly)

Reminder: In order to pay an employee correctly, Additional Pay adjustments may need to be submitted due to changes to this earnings or to the employee’s history. Agencies must submit these adjustments using the appropriate adjustment code listed in the OSC Actions section. Refer to the OSC training presentation on Additional Pay Adjustments for more information.

Tax Information

The CUNY Discretionary Assignment Differential is taxable income, will be included in the employee’s taxable gross and is subject to all employment and income taxes.

Retirement Information

The CUNY Discretionary Assignment Differential is included as salary for retirement purposes and is pensionable.
