Purpose

To provide agency instructions for processing the June 2019 Uniform Allowance Payment

Affected Employees

Employees in the City University of New York (CUNY) campus security titles who meet the eligibility criteria

Background

Section 12, of the 2009-2016 Blue Collar Agreement between the City University of New York and various unions, including the International Brotherhood of Teamsters, Local 237, provides for a uniform allowance payment to eligible employees.

In addition, a memorandum dated April 1, 2019 from Carmelo Batista, Jr., University Executive Director of Classified Staff Labor Relations, authorizes the June 2019 payment.

Eligibility Criteria

Employees in the CUNY campus security titles listed below who have already received their first three uniform allowance payments are entitled to the June 2018 Uniform Allowance Payment as follows:

Agency Actions

To pay the June 2019 Uniform Allowance Payment to eligible employees, agencies must submit the following information on the Time Entry Interface (NPAY502) or the Time Entry page using Earnings Code UA6 – Uniform Allowance CUNY:

Earnings Begin Date: 06/06/2019 or the last date the employee was in pay status
Earnings End Date: Same as Earning Begin Date
Earn Code: UA6
Amount: $379.00 or $247.50 or $227.00

Errors and warning messages are communicated to the agency via Control-D report NPAY502 (Warnings/Rejected Time Entry Transactions: Univ Management & Programs) and must be manually updated in PayServ as necessary.

Deduction Information for Inactive Employees

All general deductions for employees whose Payroll Status is Terminated, Retired or Deceased will be automatically cancelled by OSC with the exception of percentage based dues and the following:

Undeliverable Checks

If the agency has made an effort to deliver the check to the employee but the check has been returned and is undeliverable, the agency must complete form AC3340, Request for Payroll Check Stop Payment, and email it to the AnnualUncashed Payroll Check Outreach mailbox. Please refer to Payroll Bulletin No. 1684 for instructions.

Checks issued to eligible employees who are now deceased should be returned with a completed Next of Kin Affidavit (Form AC 934-P), original death certificate, and a Report of Check Exchange (Form AC 1476-P). If a Next of Kin Affidavit has been previously submitted for a deceased employee’s payroll check, OSC will accept a photocopy of this form along with a new Report of Check Exchange.

Payroll Register and Employee’s Paycheck/Advice

The Earnings Code UA6 and the amount paid will be displayed on the Payroll Register. The Earnings Description Uniform Allowance CUNY and the amount paid will appear on the employee’s paycheck stub or direct deposit advice.

Tax Information

The June 2019 Uniform Allowance Payment is supplemental taxable income, will be included in the employee’s taxable gross and is subject to all employment taxes and income taxes.

Federal, State and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method (1.61135% for Yonkers residents and 0.50% for Yonkers non-residents).
