FY2023-2024 Shift Lump Sum Payment for the Winter Maintenance Season

Purpose:

The purpose of this bulletin is to provide agency instructions for processing the FY2023-2024 Shift Lump Sum Payment.

Affected Employees:

Employees in the CSEA Operational Service Unit – BU03 in the Department of Transportation are affected.

Background:

Pursuant to Article 51 of the 2021-2026 Operational Services Unit Agreement between the State of New York and the Civil Services Employees Association (CSEA), employees assigned to winter maintenance shifts which require them to change their normal working hours to a shift, any part of which falls between the hours of 6:00 p.m. and 6:00 a.m. on a regularly scheduled basis, shall receive a lump sum payment. The Agreement provides for an increase in the payment amount from $400 to $750 in fiscal year 2023-2024.

Employees eligible for the 2023 Shift Lump Sum Payment of $750 shall not receive Inconvenience Pay for the same period of the employee’s winter maintenance shift.

Effective Dates:

The 2023 Shift Lump Sum Payment for the Winter Maintenance Season should be processed in Administration Pay Period 17L, paychecks dated 12/06/2023.

Agency Actions:

To pay the 2023 Shift Lump Sum Payment to eligible employees, agencies must submit the following information on the Time Entry interface (NPAY502) or the Time Entry page using Earnings Code SHL:

Miscellaneous Payment Information

The 2023 Shift Lump Sum Payment is pensionable but is not included in the calculation of overtime.

Tax Information:

The SHL payment is supplemental taxable income, will be included in the employee’s taxable gross, and is subject to all employment and income taxes.

Federal, State, and New York City income tax withholding will be calculated using the Aggregate method, based on the employee’s current Tax Marital Status and Withholding Allowances on the Employee Tax Data page in PayServ. Yonkers income tax withholding will be calculated using Flat Rate method. Yonkers Flat Rate Withholding is 1.95975% for Yonkers residents and 0.50% for Yonkers non-residents.

Payroll Register and Employee’s Paycheck/Advice

The Earnings Code SHL and the amount paid will be displayed on Payroll Register. The Earnings Description Shift LSP and the amount paid will appear on the employee’s paycheck stub or direct deposit advice.
