Duties

Provides initial personal contact response over the telephone to customers regarding self-service and navigation of the PeopleSoft system.

  • Resolves the most straightforward requests, questions or problems by explaining and interpreting the PeopleSoft system (i.e. walks customers through the self-service functionality, on a step by step basis, for the purposes of helping them complete address changes and understanding the loan process including taxability of loans, multiple vs. refinanced loans, and loan eligibility).
  • Assists customers in registering for the self-service portal through identification of the callers (i.e. confirmation of names, addresses, registration numbers/social security numbers, dates of birth, and last known employers).
  • Logs Problem Incident Reports (PIRS) in the event the PeopleSoft system is not operating as designed or there is a system defect; these incidents are reported to the Redesign Team.

Assists in the completion of casework and resolution of other Retirement System matters, as necessary.

  • Scans loan forms and completes basic data entry to initiate the loan process.
  • Resolves calls pertaining to rudimentary Retirement System matters (i.e. form requests, death reports, faxes, etc.).

Operates a personal computer to access mainframe data and Lotus Notes for the Retirement Systems’ various databases on laws, policies and procedures.

  • Demonstrates a working knowledge of the Retirement System’s MEBEL database.
  • Demonstrates a working knowledge of the customized Lotus Notes databases, the Internet, and OSC’s Intranet.

Duties 

  • Perform program testing and tuning, as needed.
  • Ensure a test plan and test conditions are created, including regression conditions, and verify all conditions have been successfully tested.
  • Troubleshoot production issues and provide on-call support, as needed.

Enacted Budget Report: State Fiscal Year 2024-25

  • A bachelor's or higher-level degree in computer science, computer information systems, telecommunications, or management information systems.

Duties 

  • Work within a team or directly with users to understand the business requirements for new and/or existing applications.
  • Participate in the research phase of new application software and related components.
  • Confirm system requirements and prototype with stakeholders for the purpose of acquiring sign off.
  • Analyze confirmed business requirements to determine effort of work / effect on existing applications.
  • Develop technical specifications to meet business requirements.
  • Program applications that meet business and technical requirements.
  • Develop comprehensive technical documentation for all applications created and modified.
  • Provide production support for ServiceNow applications and platform.
  • Assist with business analysts and system users on problem identification and resolution.
  • Monitor applications, email notifications, and logs for technical and/or functional issues which impact production applications and projects.
  • Communicate with users and co-workers to understand issues, acquire all pertinent information, and determine urgency of request.
  • Assist with business unit partners and other IT teams to identify the cause of issues with production applications and projects and resolve them.
  • Analyze application and application environment to determine the cause (or eliminate suspected causes) of the issue.
  • Review issue and determine appropriate course of action.
  • Compile list of tasks or modifications necessary to resolve issue.
  • Communicate with management and users of expected effort for completing tasks to fix the issue.
  • Make any programming changes necessary to fix the issue.
  • Escalate issues to next level staff or management as necessary.
  • Work with users to determine test scenarios that will provide useful results.
  • Create test scripts based on predetermined test scenarios.
  • Assist users in the execution of test plans and recording of results.
  • Assist in determining what tasks will be required to complete assignments and estimated completion dates.
  • Create project plans to outline all aspects of programming and testing.
  • Communicate and negotiate with business units to set priorities, to provide feedback of the status of tasks being performed, and to confirm scope and relevancy of the remaining work.
  • Inform management and all affected parties about potential or existing issues that may impact schedules and/or deliverables as soon as those issues arise.
  • Adjust priorities to ensure that estimated completion dates are attained and established deadlines are met.
  • Apprise management and other stakeholders of deviations from originally agreed upon priorities, deadlines, or scope in a timely manner.

Duties 

  • Collaborate with Payroll’s business teams to gather and refine business requirements.
  • Analyze functional requirements and develop technical requirements/specifications.
  • Investigate ways to apply delivered PeopleSoft technology as a solution to business problems, providing associated benefits and risks of the approach.
  • Analyze the best approach for implementing customizations.
  • Assist team members in creation of design documents and other related system documentation.
  • Review and approve final technical design.
  • Communicate with supervisor and report progress/issues in a timely manner.
  • Code new programs and modules and make code changes to existing programs and modules.

Minimum Qualifications

  • One year of service as an Information Systems Auditor 2

OR

  • At least 9 years of Information Technology audit experience, which must have been gained in any one of combination of the following (experience may be concurrent). See education and experience substitutions below.
    • Responsibility for performing IT-related audits and examinations to determine the compliance of agencies, authorities, municipalities, and schools, including reviews of physical and logical access controls, general IT controls, and application controls, and the writing and presentation of findings reports of technical issues to a non-technical audience.

Education Substitutions
  • An Associate’s degree may be substituted for up to two years of IT audit experience;

  • A Master’s degree may be substituted for an additional one year of IT audit experience (i.e., up to five years of experience). 

There is a maximum of 5 years of educational substitution.

Audit Experience Substitution

One year of generalized audit experience may be substituted for one year of IT audit experience. This is defined as: 

  • Performed performance audits in accordance with Generally Accepted Government Auditing Standards; 
  • Analyzed areas for audit, addressed areas of risk; 
  • Evaluated systems and procedures relating to audit areas for compliance with applicable laws, rules and regulations and contract terms, as appropriate; 
  • Ensured funds are utilized in accordance with laws and regulations, and proper and effective controls are in place for areas under audit; 
  • Used computer assisted auditing tools and techniques across various platforms to meet audit objectives; 
  • Determined the accuracy and completeness of computer-processed data, prepared audit work papers to document work done and conclusions; 
  • Prepared preliminary audit findings or portions thereof, discussed findings with auditee representatives, and participated in exit and entrance conferences.

Duties 

Leadership and Oversight
  • Provides strategic vision and leadership for the division’s IT-audit strategy and the technology and innovation auditing objectives, which includes, identifying, developing, and incorporating emerging technologies (e.g., artificial intelligence) and innovative solutions into the audit process. Advises division leadership on all matters related to the planning and management of the IT-audit strategy and the technology and innovation auditing objectives and special projects. Develops, implements, and oversees policies for the direction of the Unit’s work. Manages and directs the Unit’s activities, including setting priorities and deadlines.
  • Ensures division’s IT Testing Labs are fully functioning and equipped with the most up to date collection of hardware and software to allow simulations and tests of computing environments that will be audited. Ensure that the labs meet the testing and training expectations set in conjunction with leadership. Leads the Unit’s consulting capacity with other division audit areas on sophisticated technical matters.
  • Assesses the division’s annual audit plan to identify opportunities for integrated IT-related audit functions and the use of technology and innovative solutions on audits.
  • Directs technology-related audits and innovative projects, approves plans and programs and develops follow-up plans. Directs the development of final recommendations or reports/solutions and conducts reviews of work performed by the Unit staff to ensure adherence to applicable OSC, division, and governmental auditing standards, as well as applicable IT standards.
  • Demonstrates technical leadership in New York State Government and among external constituents. Directs the identification of, research of, and assessment of, and/or implementation of emerging technologies that will aid in the assistance of audits and special projects.
Development of Audit and Special Reports
  • Reviews formal written reports of the division’s technical and innovative work, including draft audit reports setting forth recommendations for management and stakeholders to strengthen and improve operations, as well as identify cost or efficiencies savings, and best practices.
Staff Development and Evaluation 
  • Provides clear direction, expectations, and feedback to enhance staff development, not only in annual performance evaluations, but throughout the year. 
  • Provide guidance and support that facilitates critical thinking and the development of professional judgment. Identify appropriate training and professional development opportunities for staff. 
  • Ensures evaluations are accurate, objective, balanced and timely.
