Purpose

The purpose of this bulletin is to provide agencies with instructions for processing the April 2021 2% Lifeguard Salary Increase.

Affected Employees

Employees in the following lifeguard titles, in the PSNU who are included in Bargaining Unit 68 (Lifeguards) and meet the eligibility criteria are affected:

  • 001269 - Lifeguard
  • 001270 - Lifeguard 2 LISPC
  • 001274 - Supvg Lifeguard LISPC
  • 001275 - Assnt Chf Lifeguard
  • 001276 - Field Lt LISPRC LFGDS
  • 001277 - Chf Lifeguard
  • 001278 - Field Capt LISPRC LFG
  • 019562 - Lifeguard 2

Background

All eligible members of the PSNU who are included in Bargaining Unit 68 (Lifeguards) will receive the April 2021 2% Lifeguard Salary Increase in accordance with:

  • Chapter 263 of the Laws of 2018, which implemented the 2016-2022 Agreement between the State of New York and the United University Professions (UUP), and
  • Division of the Budget Bulletin D-1139 issued March 18, 2019 on Wage Rates for State Employees in Seasonal Lifeguard Positions

Note: The 2020 retroactive salary increases will be not be processed before the commencement of the 2021 season. These retroactive increases will be automatically processed in a subsequent Pay Period and will be addressed in a future Payroll bulletin. Employees who are currently active, hired, or rehired on or after the applicable 2021 payment effective date (listed below) should receive the appropriate rate for the 2021 season inclusive of the 2020 retroactive increase, as authorized by Budget Bulletin D-1139.

Effective Dates

The April 2021 2% Lifeguard Salary Increase may be submitted beginning with the following effective dates and check dates:

Eligibility Criteria

The following employees in a Lifeguard title on or after the 2021 Payment Effective Date are eligible to receive the applicable 2021 increase:

  • Employees with a Comp Rate Code of HRY (Grade 600) are eligible to receive the 2021 rate as listed on the Lifeguard Hourly Wage Rates Schedule that is attached to the Division of Budget Bulletin D-1139 based on the employee’s title and location, or an increase of 2% as explained below.
  • Employees with a Comp Rate Code of ANN (Grade 105) are eligible to receive an increase of 2% or hiring rate as listed below.

Agency Actions

Calculation of the 2021 Rate Inclusive of the 2020 Retroactive Increase

Although the retroactive increase for the 2020 season will be processed at a later date (TBD), employees with an Employee Status of Active or Leave With Pay in an eligible title on or after the payment effective date should receive the appropriate rate or an increase of 2% for the 2021 season.

Agencies must determine the appropriate rate to apply as follows:

For New Hourly Hires – For hourly employees hired on or after the applicable 2021 Payment Effective Date, use the 2021 rate for the employee’s title and location as listed on the Lifeguard Hourly Wage Rates Schedule attached to Budget Bulletin D-1139. (Note: Rates for SUNY Lifeguards are the same as what is listed in the Budget Bulletin.)

For New Annual Hires – For annual employees hired on or after the applicable 2021 Payment Effective Date, use the 2021 annual rate of $30,032.

For Rehires (same title) and Current Employees – For employees who are active or rehired in the same title on or after the applicable 2021 Payment Effective Date, apply the 2% increase for fiscal year 2020 and 2021 to the employee’s current rate. For employees with a Comp Rate Code of HRY, the resulting salary must not be less than the 2021 rate for the employee’s title and location as listed on the Lifeguard Hourly Wage Rates Schedule attached to Budget Bulletin D-1139. For employees with a Comp Rate Code of ANN, the resulting salary must not be lower than the 2021 annual rate of $30,032.

For Hourly Rehires (different title) – For employees rehired in a different title on or after the applicable 2021 Payment Effective Date, use the 2021 rate for the employee’s title and location as listed on the Lifeguard Hourly Wage Rates Schedule attached to Budget Bulletin D-1139.

Processing Payment

Agencies must submit a Pay Change on the Job Action Requests page using the appropriate Reason code (see below) to pay the April 2021 2% Lifeguard Salary Increase to eligible employees in a Lifeguard title.

  • Reason code SAC (Mass Salary Increase) – for transactions with an Effective Date on 03/25/2021 (Institution Lag/Administration Extra Lag) or 04/01/2021 (Administration Lag/Institution Extra Lag)
  • Reason code CSL (Correct Salary) for employees with Comp Rate Code of ANN or CRT (Change Rate) for employees with Comp Rate Code of HRY – for transactions with an Effective Date after 03/25/2021 (Institution Lag/Administration Extra Lag) or 04/01/2021 (Administration Lag/Institution Extra Lag)

Note: Agencies must NOT submit pay rate changes with an effective date prior to 03/25/2021 (Institution Lag/Administration Extra Lag) or 04/01/2021 (Administration Lag/Institution Extra Lag). The retroactive April 2020 2% salary increase will be processed at a future date as indicated in the Background section above.
