Purpose:

The purpose of this bulletin is to inform agencies of OSC’s upcoming automatic processing and provide guidance on processing payments not automatically processed.

Affected Employees:

All employees in Bargaining Unit 01 or Bargaining Unit 21 represented by NYSCOPBA who meet the eligibility criteria are affected.

Background:

Per Chapter 24 of the Laws of 2019 which implements the 2016-2023 Agreement between the State of New York and NYSCOPBA, eligible employees in New York City, Nassau, Rockland, Suffolk and Westchester Counties earning Location Pay Downstate Adjustment (LOC) and eligible employees in Orange, Dutchess and Putnam counties earning Location Pay Mid-Hudson Adjustment (LMH) will receive an increase to Location Pay.

OSC will systematically process the increase to Location Pay (LOC and LMH) in the Additional Pay page for NYSCOPBA Bargaining Unit 01 and 21 employees already receiving location pay.

Effective Dates:

The increases to Location Pay Downstate Adjustment and Location Pay Mid-Hudson Adjustment will be paid using the following effective dates and check dates:

Eligibility Criteria:

Employees in Bargaining Unit 01 and Bargaining Unit 21 who have a Payroll Status of Active, Leave With Pay or Leave of Absence with an Action/Reason code of Leave of Absence/MLS (Mil Stip), Leave of Absence/MTS (Military Training Stipend) or Leave of Absence/MLL (Mil lv) on the payment eligibility date of 04/01/2022 are eligible for increases to Location Pay Downstate Adjustment and Location Pay Mid-Hudson Adjustment.

OSC Actions:

OSC will automatically update rows on the Additional Pay page to reflect the following increase, as applicable, for employees in Bargaining Unit 01 and Bargaining Unit 21 that meet the eligibility criteria:

Location Pay Downstate Adjustment (LOC)

OSC will automatically insert a row to update the Additional Pay page with an effective date of 03/31/2022 (Administration) and 04/07/2022 (Institution) increasing the LOC amount for BU 01 from $3,577 to $3,649 and BU 21 from $1,791 to $1,827 for the locations of NYC, Rockland, Nassau, Suffolk and Westchester Counties.

Location Pay Mid-Hudson Adjustment (LMH)

OSC will automatically insert a row to update the Additional Pay page with an effective date of 03/31/2022 (Administration) and 04/07/2022 (Institution) increasing the LMH amount for BU 01 from $1,332 to $1,359 and BU 21 from $956 to $975 for the locations of Orange, Dutchess and Putnam Counties.

NHRP703 Mass Salary Additional Pay Report

This report identifies all employees receiving an automatic increase for Location Pay Downstate Adjustment (LOC) and Location Pay Mid-Hudson Adjustment (LMH). Field on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit, and Additional Pay Amount.

Tax Information:

The bi-weekly Location Pay Downstate (LOC) and Location Pay Mid-Hudson Adjustment (LMH) payments are taxable income, will be included in the employee’s taxable gross and are subject to all employment and income taxes.

Federal, State, and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method. Yonkers Flat Rate Withholding is 1.95975% for Yonkers residents and 0.50% for Yonkers non-residents.
