Purpose:
The purpose of this bulletin is to inform agencies of the April 2024 Increase to Hazard Duty Pay.
Affected Employees:
Employees in Administrative Services Unit (BU02), Operational Services Unit (BU03), Institutional Services Unit (BU04), Division of Military and Naval Affairs Unit (BU47) and Professional, Scientific, and Technical Services Unit (BU05) who meet the eligibility criteria are affected.
Background:
Chapter 361 of the Laws of 2022, which implemented the 2021 - 2026 Agreement between the State of New York and the Civil Service Employees Association (CSEA) provides for an increase in Hazard Duty Pay for employees who are currently receiving Hazard Duty CSEA Straight Time (Earnings Code HZ3) and/or Hazard Duty CSEA Overtime (Earnings Code HZ4).
Chapter 190 of the Laws of 2023, which implemented the 2023 - 2026 Agreement between the State of New York and the Public Employees Federation (PEF) provides for an increase in Hazard Duty Pay for employees who are currently receiving Hazard Duty PST Straight Time (Earnings Code HZ1) and/or Hazard Duty PST Overtime (Earnings Code HZ2)
Effective Dates:
The increases to Hazard Duty Pay are effective as follows:

Eligibility Criteria:
Employees in Bargaining Units 02, 03, 04 and 47 who receive Earnings Code HZ3 and/or Earnings Code HZ4, and employees in Bargaining Unit 05 who receive Earnings Code HZ1 and/or HZ2 on or after the Effective Dates listed above are entitled to the increase.

OSC Actions:
OSC has increased the systematically calculated hourly rates for Time Entry Earnings Codes HZ1 and HZ3 to $1.00/hour and Earnings Codes HZ2 and HZ4 to $1.50/hour.
Agency Actions:
Agencies should continue to submit Hazard Duty payments on the Time Entry page or the Time Entry Interface (NPAY502) using Earnings Codes HZ1, HZ2, HZ3 and HZ4 as applicable.
