Given the functionality within the SFS, the need for the creation and/or maintenance of funds for individual grants or common grant purposes is decreasing. As agencies become familiar with the functionality of transaction processing and reporting capabilities within the SFS, fund consolidation will continue to be performed by the Office of the State Comptroller (OSC). All consolidations will be discussed with agencies on an individual basis to ensure that transaction processing and reporting capabilities are not adversely impacted.
The need for the establishment of a new fund in SFS is rare. Requests for a new Federal fund should be limited to instances in which an agency receives an award from a Federal agency and they currently do not have an existing fund within that Major Fund range (see below for existing Federal fund ranges). NYS Chart of Accounts policy dictates that Federal Fund adds should not be requested solely for purposes of tracking a new Federal Program. OSC will not submit the request to establish a new Federal fund to SFS and the COA Governance board for this purpose, regardless of whether a new fund has been identified in Bill Copy. Existing funds, regardless of historical purpose should be used for any new purposes as well as historical purposes. If agencies require a new Federal fund, they must submit a new fund request form to the OSC Bureau of State Accounting Operations, Federal Payment Management Team via the [email protected] mailbox.
