SECTION OVERVIEW AND POLICIES

A Business Unit should use Local Customers to bill and track receivables and receipts from vendors who provide revenues to that Business Unit only and for which a revenue contract reviewed by the Office of the State Comptroller (OSC) is not required. (Refer to Chapter XI, Section 7 – Revenue and Repayment Agreements for this Guide for additional guidance on revenue contracts that require OSC review.) For example, the Department of Agriculture and Markets should set up as Local Customers those vendors who pay a fee to have a booth at the State Fair. In these instances, a Centralized Corporate Customer is not required. (Refer to Section 7.A – Centralized Corporate Customers of this Chapter for additional guidance on when Centralized Corporate Customers are needed.)

Business Units create, manage and modify their own Local Customers. Each Local Customers is accessible only to the Business Unit that created it. Business Units assign Customer IDs to Local Customers.

A Local Customer may have a legal relationship with Centralized Corporate Customers. For example, a Local Customer may be a subsidiary of a Centralized Corporate Customer and does business under the same Tax Identification Number. In this case, the Business Units will relate the Local Customer to a Centralized Corporate Customer for accurate reporting.
